Construction Services for the Department of Veterans Affairs, San Diego Healthcare System (VASDHS) Location: 3350 La Jolla Village Drive, San Diego, CA 92161 Project Title: 4N Cardiology Cath Lab II Project Number: 664-CSI-116 Applicable NAICS Code: 236220 Small Business Size Standard - $39.5 M IAW VAAR 836.204 - Disclosure of Magnitude for the VA project: Between $2,000,000 and $5,000,000. Estimated Completion Time: Three Hundred Sixty-Five (365) Calendar Days Davis-Bacon Act Wage Determination applicable to the project: General Decision No. CA20220001, 4-29-22 This contract will be awarded in accordance with FAR Part 14 -- Sealed Bidding. BID BOND, PAYMENT BOND & PERFORMANCE BOND ARE REQUIRED FOR THIS PROJECT. THIS PROCUREMENT IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) IN ACCORDANCE WITH PUBLIC LAW (PL) 109-461, 38 UNITED STATES CODE (USC), SECTION 8127 TO BE ELIGIBLE TO PARTICIPATE IN THIS PROCUREMENT. SITE VISIT Bidders are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of performing these services. In no event shall failure to inspect the site constitute grounds for a claim after contract award. There will only be one (1) organized site visit. It will be held on Friday, July 29, 2022 @ 1:00 PM (PST). Participants will meet at VA San Diego Medical Center, Engineering Department, Room BB107 (Basement). Attendance is not mandatory however all bidders are strongly encouraged to attend. All site visit participants are required to check-in with Security and pre-badged. All site visit participants will be required to undergo COVID-19 screening prior to entering the medical center. MASKS ARE REQUIRED in all areas at the VA San Diego Healthcare System. REQUESTS FOR INFORMATION (RFI): To obtain clarifications and/or additional information concerning the contract requirements or specifications, submit a written RFI via email to harry.seballos@va.gov. RFIs will be responded to as necessary in amendment format which will be posted on Contract Opportunities at https://sam.gov/. The deadline for submission of RFIs for this solicitation is Wednesday, August 9, 2022, at 2:00 PM PST. No questions will be answered after this date/time unless determined to be in the best interest of the Government as determined by the Contracting Officer. INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS Bidding materials consisting of drawings, specifications and contract forms may be obtained by qualified General (Prime) Contractors interested in submitting bids directly to the Department of Veterans Affairs (VA) from Contract Opportunities at https://sam.gov/. A bid guarantee is required in an amount not less than twenty (20) percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in Federal Acquisition Regulation (FAR) 28.101-4, and may be cause for rejection even then. If the contract will exceed $150,000 (see FAR 28.102-1 for lesser amount), the bidder to whom award is made will be required to furnish two (2) bonds, a Payment Bond, standard form (SF) 25A, and a Performance Bond, SF 25, each in the penal sum one-hundred (100) percent of the award amount.
