Description | The CM/GC firm will coordinate and manage the design and construction process as a member of a team with the College, Architect, and other project consultants. The CM/GC firm should be skilled in developing schedules, preparing construction estimates, performing value engineering, analyzing alternative designs, studying labor conditions, understanding construction methods and techniques, and coordinating and communicating the activities of the team throughout the design and construction stages to all members of the construction team. In addition, the CM/GC must be familiar with the local labor and subcontracting market and be capable of working with subcontractors to generate viable pricing alternatives The CM/GC will serve as general contractor for the project, at risk. At the conclusion of the Design Development phase, the CM/GC will provide the College with a GMP for the work. The GMP shall be defined as the sum of estimated capital costs, Stage One fee, Stage Two fee, Cost of the Work, and Contractor's Contingency, subject to additions and deductions by Change Order as provided in the Contract Documents. Such maximum sum is referred in the Contract Documents as the GMP. Costs that exceed the established GMP shall be paid by the Contractor without reimbursement by the College. The GMP shall be within the College's budget. Should the actual costs incurred be less than the GMP, any such positive difference shall be realized as "savings" to be split between the College and the CM/GC at the end of the project prior to final payment pursuant to a savings split percentage negotiated upon award of the contract. If the CM/GC is unable to set a GMP within the budget and in the appropriate time, the College reserves the right, at the sole discretion of the College, to cancel the contract with the CM/GC and proceed immediately to negotiate a contract with the firm that was next ranked in this selection process. Should the contract with the initial CM/GC be so terminated, the firm will be compensated for its actual time and expenses not to exceed the maximum fee amount agreed to for Stage One services. It is anticipated that the project may involve multiple bid packages. In addition, it is expected that wherever possible, the bid packages will contain separate trade contracts with the CM/GC acting as general contractor to these separate subcontractors. Stage One: The CM/GC shall serve as a special consultant to the Design Team and will analyze the design and propose modifications with the goal of providing the College the highest quality facility within budget, in the time frame proposed. Design related CM/GC activities shall include detailed cost estimating, value engineering, constructability review, coordination review, and analysis of alternative materials and systems for the project. Construction related activities of the CM/GC during this Stage will include schedule refinement. Also, during Stage One the CM/GC will develop the Guaranteed Maximum Price proposal. The CM/GC shall provide and pay for all materials, tools, equipment, labor, and professional and non-professional services, and shall perform all other acts and supply all other items necessary to fully and properly perform and complete the work, as required by the Contract Documents. It is the Proposer's responsibility, prior to the 2:00 pm, pacific standard time, December 23, 2022 deadline indicated in Section 2, to ask questions, request changes or clarifications, or inform the College if it believes the language, specifications, or requirements of an RFP are ambiguous, contradictory, contrary to law or likely to limit competition. All Proposals submitted shall contain a statement as to whether the Bidder is a resident or non-resident Bidder, as defined in ORS279.A.120. The College is not responsible for any costs of any Bidders incurred while submitting bid; all Bidders who respond to solicitations do so solely at their own expense.
