Description | AWARD PROCESS: Marion County Public Works Department reserves the right to enter into contracts with multiple vendors based on price and the ability to meet the County's requirements & needs. Provide backup, routine, and/or emergency (24 hours per day, 7 days per week) water operator services to County including, but not limited to, broken lines, control systems, equipment failures, etc. as necessary to maintain safety and continuity of potable drinking water. Provide County with an emergency contact telephone number and assure that calls to that number are responded to within 2 hours. Furnish all labour, transportation, supervision of specialized third-party contractors, technical, professional, and other services for the purpose of performing emergency and/or routine operations and maintenance as requested by County. Provide repair services and acquire pru1s on behalf of County as follows: Monitor for and inform County of incipient repair requirements (failing pumps, motors, etc.) Perform emergency repairs, when requested by County Perform routine maintenance, when requested by County Sub-contract with third party service providers as needed. County shall reimburse Contractor for sub-contract fees upon receipt of invoices, and shall pay Contractor direct labor hours for the time spent acquiring and/or supervising subcontractors for the County at the rates set forth in this Agreement. Contractor shall not obtain services of a sub-contractor without the approval of County. Contractor shall be responsible for providing ANSI approved fall protection and rescue equipment to be used within confined spaces located at the worksite. Contractor shall inspect the worksite prior to execution of contract and provide a report to County defining Contractor's proposed safety program to ensure, in the County's sole discretion, that Contractor is able to provide appropriate safety equipment as applicable. Contractor shall be responsible for providing required equipment, personnel, and materials to safely and properly complete each service request. Contractor shall be responsible for ensuring equipment is properly maintained, personnel are properly trained and/or licensed to perform work, and materials used are adequate to safely fulfil County's needs. Personnel responding to an incident should have the proper endorsements as needed (i.e. Commercial Driver's License, Confined Space, etc.) Contractor shall be responsible for safely transporting equipment, materials, and personnel to each work site, as required. Contractor shall adhere to all OSHA rules and requirements at all times. Contractor shall adhere to all Oregon Health Authority rules and requirements regarding water quality including, but not limited to, Oregon Revised Statute (ORS) 448.119 to 448.285; 454.235; and 454.255; and Oregon Administrative Rules (OARs) for Public Water Systems, OAR Chapter 333 Division 061. Work under this Agreement shall primarily be performed at the following locations: Public Works Main Facility-5155 Silverton Road NE, Salem OR 97305 Other Public Works locations, as needed. Quotes will be evaluated and ranked on the criteria below that best fits the County's needs in the County's sole discretion. Ordinarily, quotes will be evaluated to identify the "lowest responsible Offer or." The "lowest responsible Offer or" is the lowest Offer or who has substantially complied with all requirements of the RFQ and who can be expected to deliver promptly and perform reliably in the County's sole discretion. Offers interested in being considered for this RFQ should complete the table shown below by estimating price of each position listed based on an hourly labour rate and 40 hours of work performed. If Offer or uses a flat hourly rate for all positions, enter that rate in each field and calculate total price using the flat hourly rate and 160 hours of labour. Mileage to and from worksite should be included in the estimate for each hourly labour rate. Offers interested in being considered for this RFQ must attend a mandatory pre-offer conference, scheduled for 11:00 AM Pacific Time on August 29, 2022 and located at 5155 Silverton Rd NE, Salem OR 97305. Potential Offertory will be invited to inspect the County's vault in order to determine if Offer or is able to provide appropriate safety equipment for use in the confined space. Potential Offers may ask questions during the conference, however, statements made by the County at the conference are not binding upon the County unless confirmed by a written addendum. In the event a potential Offer or is unable to attend the conference, an authorized representative may attend on its behalf. The representative may only sign-in for one (1) potential Offer or. Subcontractors may not represent a potential Offer or at the conference. The County will not accept any proposal from an Offer or that did not attend the conference. Offers are invited to provide similar information for positions not listed that Offer or deems to be applicable to the work examples described in Exhibit A- Statement of Work, however Offertory will only be evaluated on their responses to the positions listed in the table below. ADDITIONAL INFORMATION: Contract/Purchase pursuant to ORS 279A and Marion County's procurement rules. Marion County reserves the right to: reject any and all quotes if it is in the County's best interest to do so amend the quote solicitation not to award a contract for requested services award a contract to more than one vendor extend the deadline for submission of quote waive any irregularities or informalities in any quote accept the quote(s) deemed to be the most beneficial to the public and Marion County negotiate the final statement of work TERM: Selected vendor(s) shall hold prices firm for 3 years. Dependent upon the availability of funding, term of purchasing could be for up to 5 years. Department and selected vendor(s) may negotiate as industry prices change. Offer or shall complete and return Attachment A: Offer or Representatives and Certifications form along with quote. By submitting a quote, Offer or shall accept all terms and conditions of the Sample Contract for Services shown in Attachment B. |
