Description

As of August 11, 2022, the project has been awarded. A timeline for construction has not been confirmed. The project includes providing all construction supervision, labor, materials, tools, test equipment necessary for the Hartland 2 Pump Station Upgrades, to include emergency pump bypass connections, replacement of all operating valves, upgrade of electrical controls and conduit, and replacement of pumps and associated equipment. Bids will be received from Prime Contracting firms on a lump sum and line item unit price basis. Bids shall be submitted in the manner and subject to the conditions as set forth and described in the Information Available to Bidders and Bid Form. Determination of the successful Bid will be based on the lowest responsive and responsible Bidder whose qualifications indicate the award will be in the best interest of the OWNER and whose Bid/proposal complies with all the prescribed requirements. No Notice of Award will be given until the OWNER has concluded such investigation as deemed necessary to establish the responsibility, qualifications and financial ability of Bidders to do the work in accordance with the Contract Documents to the satisfaction of the OWNER within the time prescribed. The OWNER reserves the right to reject the Bid of any Bidder who does not pass such investigation to the OWNER's satisfaction. The OWNER reserves the right to reject the Bid of any Bidder that is deemed to be unbalanced of front loaded. In analyzing Bids, the OWNER may take into consideration alternate and unit prices, if requested by the Bid forms. No Bidder may withdraw his Bid for a period of ninety (90) calendar days after the closing date for receipt of Bids. Errors and omissions will not be cause for withdrawal of Bid without forfeit of Bid Bond. All Bids shall be accompanied by a Bid Bond of not less than five percent (5%) of the amount of the Bid executed by a Surety Company authorized to do business in the Commonwealth of Kentucky and countersigned by a licensed Kentucky Resident Agent, representing the Surety Company. Certified Check or Bid Bond shall be payable to Lexington-Fayette Urban County Government. Bid Bonds are not required for bids under $50,000. A cashier's check or irrevocable letter of credit is an acceptable form of bid security. A scanned copy of the bid bond is acceptable and must be uploaded with the bid through Ion Wave. The OWNER reserves the right to reject any and all Bids and to waive all informalities and/or technicalities where the best interest of the OWNER may be served.
