Description

Pre-Bid Date: N/A Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. In accordance with Executive Orders 11625, 12138, the CONTRACTOR must utilize, to the greatest extent feasible, MBE/WBE owned business concerns. Bidders must submit documentary evidence of MBE/WBE who have been contacted and to whom commitments have been made. Bidders must document their efforts to solicit MBE/WBE Section 3 participation on Form STD 286 which is provided in the Contract Documents. Documentation of solicitations must be submitted with the bid. This contract is also subject to the Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701U which purpose is to ensure that employment and economic opportunities be directed to low income persons, particularly those receiving HUD assistance for housing. Clearfield County Section 3 eligible businesses are encouraged to contact the Clearfield County Department of Development at the above address for placement onto the County's Section 3 Business Listing. The Contractor is subject to the provisions of the Appalachian Regional Commission's Buy American Act requirements as amended. The Act requires that all iron and steel in the project is produced in the United States, the manufactured products in the project are produced in the United States and construction materials used in the project are produced in the United States. Proposal envelope must be sealed and clearly marked, "Proposal for Contract No. 02-2022: Platt Road Wastewater Collection and Conveyance System," and bear the name and address of the Bidder. No bids may be withdrawn, except when the bidder meets the requirements of Act No. 4 of the General Assembly of Pennsylvania Senate Bill 793, Printers No. 1655. The Sandy Township Supervisors reserve the right to reject any or all bids or to waive any informality and to award the contract as may be deemed by the Township to be in their best interest. Bids shall remain open for a period of 60 days from the date of Bid opening. The work consists of 7,200 L.F. of 8" Diameter PVC gravity main, 5,200 L.F. of 6" Diameter HDPE force main, two (2) horizontal bored railroad crossings, 25 precast manholes, sewer laterals, one (1) submersible type sewage lift station and all required appurtenances. The project is located in Sandy Township, Clearfield County, Pennsylvania. A certified check or bid bond payable to or naming as obligee Township of Sandy in the amount of ten percent (10%) of the bid amount must be deposited with the proposal. Bidders must submit with their bids the Non-Collusion Affidavit contained in the contract documents. The successful Bidder will be required to furnish and pay for performance and payment bonds in the full amount of the contract and submit evidence of its qualifications to perform the work. The Successful Bidder will be required to execute the Agreement and to furnish performance and payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be in the form prescribed in the Contract Documents and shall be executed by sureties as are named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. Notice is hereby given to bidders that this project is funded in part by the Pennsylvania Department of Community and Economic Development's CDBG Program, Appalachian Regional Commission Funding and U.S. Department of Housing and Urban Development Section 108 Loan. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goal for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses and related matters. Refer to Section 00900 - "Part II Federal Requirements" of the Contract Documents. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for female participation and a 5% goal for minority participation in his/her aggregate on-site construction work force for contracts in excess of $10,000. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees and low-moderate income persons within the general trade area. Copies of the Contract Specifications and Drawings are on file and may be examined at the office of Gwin, Dobson & Foreman, Inc., 3121 Fairway Drive, Altoona, PA 16602-4496 and the Township office, 1094 Chestnut Avenue, DuBois, PA between the hours of 8:00 A.M. and 4:00 P.M. daily (prevailing local time) except Saturday, Sunday and Holidays.
