Description | Question Due Date: April 1, 2021 The Metropolitan Council is soliciting a Design-Builder to design and construct the following at the Metropolitan Wastewater Treatment Plant in Saint Paul, Minnesota: o Services and Field Service Annex buildings adjacent to the Analytical Laboratory Building o Analytical Laboratory Building improvements o Tunnel from the Field Service Annex to either the existing East Primary or East Pretreatment tunnel o Security Guard House building o North Parking Lot and other site improvements The Council is using a two-step solicitation process to select the Design-Builder. In the first step, the Council will issue a Request for Qualifications (RFQ). In the second step, the Council will issue a Request for Proposals (RFP) to firms shortlisted in the RFQ process. Both the RFQ and RFP are part of the same procurement process. All interested parties are invited to respond to this RFQ with a Statements of Qualifications (SOQ). The Council will evaluate Respondents SOQs according to the criteria in this RFQ. This project is located at the Metropolitan Wastewater Treatment Plant (Metro Plant) in St. Paul, MN. The Metro Plant is a 250 MGD advanced municipal wastewater treatment facility located along the Mississippi River at the terminus of Childs Road. The Metro Plant has approximately 150 operations and maintenance personnel on site during normal weekday business hours, receives up to 30 deliveries per day and is also the destination for approximately 70 trucks bringing liquid waste to the plant. This project will include construction of a 27,000 square foot Services building and an 18,000 square foot Field Service Annex Building, both adjacent to the existing Laboratory building, and other improvements outlined in the Project Scope below. The existing Laboratory building is a modern 24,000 square foot facility constructed in 2002. Construction of this project will facilitate consolidation of Council staff from multiple locations to improve workflow efficiency and to provide state of the art analytical facilities. With its responsibility to promote sustainability best practices across the region, the Council has committed to enroll this project in the B3 SB 2030 program, complying with the associated sustainability goals.
