Description | Bidders shall be allowed to have one representative attend the bid opening. Gloves and masks shall be provided if necessary, and social distancing rules shall apply. Bids are Invited for the following Community Development Block Grant Project(s): Archbald Borough- Hill and Rock Street Stormwater Improvement Project-Phase I as designed by KBA Engineering, 25 Washington Ave., Jermyn, PA 18433. The purpose of this project is to provide adequate stormwater conveyance along a portion of Hill Street. The project will include the installation of new storm piping, new manholes and new inlets. All new inlets will be PA DOT standard boxes with bicycle safe grates. Curbing will also be added with the proposed roadway paving to ensure that runoff is directed to the new inlets. Trench excavation to install the new piping and inlets will remove a substantial percentage of the existing roadway. Each bid shall be accompanied by a bid bond or certified cashier's check, in favor of Lackawanna County, in an amount not less than ten percent (10%). Bidders must submit with their bids all forms listed in the Attachments to Plans and Specifications. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. Bidders who have been contacted and to whom commitments have been made must submit documentary evidence of minority and women business enterprises and Section 3 business concerns. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding. No bid may be withdrawn for a period of 60 days. |
