Long Range Traffic and Utility Planning Services - Phase 1

The Scope is to provide professional consultative services to the City. Largely, the work includes but is not limited to a review and analysis of past planning efforts and studies (traffic, sanitary sewer, water, electric, storm, fiber, etc.) and property ownership records along South State Street. Review and analysis of past studies that pertain to the subject area along South State Street, prior commitments, and agreements that may impact the future development. Review of how past studies have been implemented, or what factors have changed that may impact the opportunities for those study recommendations to be implemented. Review of significant developments within the study area, and past obligations and commitments related to those developments (either by PC approval condition or Council action) and analysis on how these factors impact future development. Review current property ownership. Review current Right of Way availability/limitations. Review current cross-access easements (or commitments to granting, see above) that may impact development. Prepare a comprehensive written report (1) summarizing the consultant's data collection/review efforts and findings, and (2) detailing reasonable assumptions about how land within the subject area is most likely to be used, developed, or redeveloped over the next 15-30 year time horizon.
