Description

Background: The Black Helicopters Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014--Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 30M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement using Full and Open competition. Project Location: The project is located approximately 7 air miles east of Grangeville, ID. Legal description is T30N R4E sec. 21, 28, 30, 33 Period of Performance: All work shall be completed by 5/31/24. Description of Work: Helicopter log seven units covering approximately 332 acres within the South Fork of the Clearwater drainage. Whole tree yarding will be required. Species, diameter, and spacing will be the primary designation method for cut and leave trees across the sale. Minimum sawlog specifications will be 7" DBH with an 8 foot piece size. Estimated Timber Volume and Species composition is as follows: Volume Total: 5,728 Mbf Sawlog or 32,178 Tons Total by Species: GF 1,464 tons DF 25,033 tons and PP 5,682 tons Pre-Solicitation Site Visit Date and Time: Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue regarding planned contract requirements and any operational limitations foreseen by attendees. The site visit will be held on November 1st, 2022, at 10 a.m. PT with a meeting location at Salmon River Ranger District, 104 Airport Road, Grangeville, ID. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. Please note that information in this notice is subject to change based on Forest revisions to the requirement and feedback from industry. Contractors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible for award under this solicitation. Registration in SAM is free; you do not need to pay to register in the system. This notice was revised on 10/26/22 to correct the size standard from 20.5M to 30M; provide a street address for the Salmon River RD; provide information regarding registration in sam.gov and provide contact information for Karen Ruklic, Contracting Officer. In addition, the response deadline was removed. As a presolicitation notice, no formal response from contractors is required at this time. The method of contractor selection has not been determined at this time.
