Description | The construction of the PFAS Treatment and Wells Rehabilitation Project (Project) will be defined by future bid documents and is anticipated to include the construction of groundwater well facilities improvements and a new centralized treatment facility (CTF) located at the City's Operations Service Center (OSC) for disinfection, fluoridation, and PFAS treatment of the City's groundwater. The PFAS treatment system will utilize granular activated carbon media and have an ultimate design capacity of 8,100 gallons per minute (gpm) but may be limited to 5,800 gpm for the initial phase of the Project. The scope of work for the granular activated carbon (GAC) media supplier will be defined by the Project's future bid documents and is anticipated to consist of manufacturing and delivery of GAC media for the initial fill, commissioning-phase support, training, and documentation. The City will procure separate contracts for pressure vessel equipment and on-going media supply services. GAC media suppliers must successfully complete the prequalification process outlined in the prequalification documents in order to be listed in the Project's future bid documents as an allowable supplier of GAC media. Prequalification is a two-step process that includes 1) submittal of an SOQ to demonstrate compliance with minimum qualification requirements and 2) participation in rapid small-scale column testing (RSSCT) conducted by an independent laboratory to demonstrate compliance with minimum performance requirements for PFAS removal. If interpretation is deemed necessary, then the question shall be addressed in writing and a clarification shall be given to all prospective suppliers through addenda. To allow time for issuance of addenda, questions shall only be accepted prior to seven (7) calendar days before the SOQ deadline date. |
