Description

Project Labor Agreement (PLA) for the following large scale construction project: Repair Building 740 and Repair Building 738 - This project will be for the repair of a multi story cadet barracks building, Building 740, with a current capacity of 192 cadets with 96 rooms. Building 740 will accommodate 186 cadets within 93 rooms after the repairs are complete. There is an option to repair a 111,715 square foot, multi-story cadet barracks building, Building 738, with a current capacity of 308 cadets with 154 rooms. Building 738 will accommodated 296 cadets within 148 rooms after the repairs are complete. -Architecture repairs will address space deficiencies for programmed functions such as laundry, storage, day rooms, study rooms, barrack rooms, and latrines to address gender equality. Interior repairs include fixes to the failing conditions of walls, floors, ceilings, and stairwells. Repairs of building exterior and envelope include the restoration of water infiltration systems, structural and roof systems, insulation and waterproofing, windows, rooftop equipment screening and exterior masonry and limestone. In addition to modernization of the existing cadet housing, the project includes renovation and improvement of the Alleyway serving adjacent Grant Hall restaurant, the development of a new permanent Cadet Health Clinic (CHC) and renovation of the Barber and Beauty Shop within Lee Barracks (Building 740). Work also includes a temporary facility to house the Barber and Beauty Shop to provide continuity of cadet services during the renovation of Lee Barracks. Ancillary improvements include renovation of supporting utilities, hardscape and landscaping. - Mechanical/ Electrical/ Plumbing (MEP) repairs will be made to fire suppression and water supply systems, fire alarm and mass notification systems, fire detection/ protection/ monitoring/ controls, heating and ventilation systems, plumbing systems, and electrical systems. Telecommunication and cabling systems, closed circuit television (CCTV), alarm and card access systems, public address systems, time clock systems, cable television systems, and distributed antenna systems (DAS) are also part of the scope. Repair will include the abatement of all hazardous material. Space planning repairs will accommodate demands of current educational curriculum that includes gender equality for male and female Cadets, shift from a single curriculum to multiple academic majors, equipment and storage integral with Cadet living areas, computer-based technologies with increased power and cooling systems, and improved living systems. - Repairs will comply with Repairs will comply with EPAct 2005, Executive Orders (EO) 13423 and 13123, EISA 2005, EISA 2007, and other current policies and directives on energy and water conservation. This project will be LEED SILVER certifiable and will follow the guidance detailed in the Sustainable Design and Development Policy.
