Description

The Michigan Department of Corrections (MDOC) is seeking proposals from qualified architectural / engineering firms to provide professional services for the design and construction administration of new replacement shower facilities at the Baraga Correctional Facility (AMF). The project includes the removal and replacement of all existing shower stalls in Housing Units 1-8 as well as the associated lighting (provide LED upgrade), doors, and ventilation equipment. There are eight (8) shower stalls in each housing unit. The existing showers are nearly thirty (30) years old and are in very poor condition making cleaning and maintenance difficult and expensive. Ventilation is requested to be added/increased to meet a target of 3x the required ASRAE requirement for this type of application. The replacement sequence will allow the contractor to only upgrade one (1) set of showers per housing unit at a time, six (6) showers to remain in service at all times. Housing Units 5 and 6 have ADA accessible shower stalls on the lower level of the units, which will need upgrade and remain as ADA accessible. Housing Units 2 and 3 have segregation units containing their own showers, in addition to the normal 8 shower stalls per building, but the seg unit showers do not need to be upgraded. Existing shower tiles are to be removed, and shower floors shall be replaced with epoxy floors. Ceiling tiles for the hallway in front of each shower area shall be evaluated for tile replacement and specified accordingly The Department of Corrections has requested that professionals work with I-CON Systems, Inc. for the one-piece shower inserts and controls/fixtures as the basis of design and the products to be specified shall be stainless steel. Mark Holmes is the initial contact with I-CON, and he may be reached at 615.587.5994. Since I-CON Systems is envisioned to also be intending to bid the construction of the work, the PSC will need to utilize I-CON and review and specify their work and information so that it does not provide proprietary advantage. Note also the distinction that the designer of record will be the PSC, and this request nor the execution of it shall be taken to allow unlicensed non-professional firm to conduct design in or for the State of Michigan. The demolition of the existing shower areas shall comply with all National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements for demolition projects. This work is located at an operating correctional facility, and work will be located in areas within the secure perimeter. Work within secure perimeter requires escorts coordinated with the Baraga Correctional Facility custody staff. Access in all locations is strictly controlled, monitored, and may be subject to delays due to both test and actual mobilizations by correctional personnel that necessitates work shutdown. Vehicle access and use on correctional facility property is strictly controlled, requires escorts, and must be coordinated in advance. Tool and equipment use requires regular and routine inventorying. Prior LEIN clearances, DOC facility orientation video training, and site sign-in and sign-out with AMF staff are mandatory for all project personnel. Please do not submit online questions via VSS. ALL questions should be emailed to Tom Pawlowski at pawlowskitj@michigan.gov address no later than 5:00 p.m., Eastern on June 15, 2023.
