Description | The proposed work consists of the following major items as further defined in the Proposal Documents: Offload, stage and install approximately 16,700-LF of 48" I.D. HDPE Pipe and Bends (HDPE Pipe will be procured separately and is not a part of the Proposal); Furnish and install an Energy Dissipation Assembly; Provide associated mobilization, selective demolition, tree removal, trenching, earthwork, backfill, compaction, surface restoration, other restoration; Coordinate utility locations and relocations as necessary; coordinate with Owner and Owner's Engineer; and furnish and install all other associated meter assemblies, stub turnouts, air and vacuum valve assemblies, valves and valve cans, and appurtenances necessary to provide a complete project ready for irrigation delivery. Clearing and grubbing may be performed between January 31, 2023 and the commencement of irrigation season on April 1, 2023. In-canal work for all intake structure and pipe/materials installation must be completed between October 15, 2023 and March 31, 2024. Procurements and staging of materials may occur throughout the contract time. Liquidated damages of $2,000.00 per day for the first ten (10) days and $10,000.00 per day thereafter will be assessed if the contractor fails to achieve substantial completion within the time allowed. Restoration, demobilization from the site, and all closeout and punch-list items are to be completed by April 30, 2024. If funding for additional work becomes available, and if the District determines that it is in the best interests of the Project once work on the original scope has commenced, the District reserves the right to negotiate with the selected contractor, if any, a change order for an additional 5,000-LF of approximate 54-inch OD HDPE pipe installation (to be installed within the same contract period). The selected contractor shall have the option to accept or refuse the additional work. Contractors shall use recyclable products to the maximum extent economically feasible in the performance of the contract work. Disadvantaged Business Enterprises are encouraged to propose on this project. The project and associated Proposal are subject to grant conditions provided in the Proposal Documents. Contract documents may be examined at Arnold Irrigation District with 24 hours prior notice and scheduling. This project is subject to Oregon prevailing wage laws and the Federal Davis-Bacon Act (ORS 279C.800 to 279C.870), whichever is higher. The Owner is using the Best Value Procurement method for selecting a Contractor for this Project, based upon a combination of scoring for a Qualifications Element and a Proposal Cost Element. Details for Proposing are contained in the Instructions to Proposers of the Proposal Documents. Each Proposal must be submitted as prescribed and accompanied by a certified check or Proposal bond executed on the form bound within the Contract Documents or one substantially similar, payable to the Arnold Irrigation District, in an amount not less than ten percent (10%) of the amount Proposal. The successful Proposer will be required to furnish a performance bond and payment bond, each in the full amount of the contract price. The Owner reserves the right to waive any informality or to reject any or all Proposals not conforming to the intent and purpose of the contract documents or when in the public interest. Any Proposer may withdraw its Proposal prior to the time of Proposal opening and no Proposer may withdraw its Proposal after the time of Proposal opening. |
