Description

The Work generally consists of furnishing and installing the following approximate quantities, which are separated into two (2) contracts: Contract #1 - Facilities Construction: Construction of Facilities consisting of the following approximate quantities: 2 booster pump station buildings complete with pipes, pumps, yard piping and valves, site grading and all mechanical and electrical; one 155,000 gallon ground storage tank and pressure transmitter manhole; one meter building including piping, valving and site grading; all associated fittings and appurtenances; flushing and testing; signage; gravel; site work; and seeding. Contract #2 - PIPELINE SYSTEM CONSTRUCTION: Construction of transmission pipeline consisting of the following approximate quantities: 59,300 feet of open-cut 12-inch pipe-line; 142,800 feet of open-cut 8-inch PVC pipeline; 60 feet of cased, bored 20-inch steel pipeline; 390 feet of cased, bored 16-inch steel pipeline; 940 feet of uncased, bored 12-inch pipeline; 1550 feet of uncased, bored 8-inch pipeline; 7 12-inch gate valves; 9 8-inch gate valves; 1 connection to existing system; 11 flush hydrants and valves; 10 1-inch air/vacuum valves; flushing and testing; signage; gravel; and seeding. Bidder and any of the Bidder Subcontractors will be required to obtain registration with the Montana Department of Labor and Industry (DLI) prior to bidding on this project, and must have registered prior to execution of the Construction Agreement. All laborers and mechanics employed by Bidder or its subcontractors in performance of the Work shall be paid wages at rates as may be required by the laws of Hill County and the State of Montana. The Bidder must be an Equal Opportunity Employer Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Montana, payable to North Central Montana Regional Water Authority, in a sum equal to ten percent (10%) of the full amount of the Bid. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one-hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidders and certificate(s) of that insurance shall be provided. MBE/WBE Subcontractor Solicitation Information shall be enclosed in the required Bid Bond envelope. Failure to include the form in the Bid Bond Envelope will result in the Bid not being opened. All Bids must be submitted on the Bid Form furnished by the Engineer. No bid may be withdrawn after the scheduled time for the public opening of bids. No Bid will be read or considered that does not fully comply with the above provisions and other provisions contained within the Bid-ding Documents, and any deficient Bid submitted will be returned to the Bidder unopened. The work for each contract must be completed no later than the following: a) Substantial Completion - September 15, 2023 for both contracts; and b) Final Completion - November 15, 2023 for both contracts. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening.
