Description

The Consultant will produce the Downtown Village District Area Plan that will guide and support the next phase of development and redevelopment of the project area. The primary objective of the Plan will be to build upon the goals and objectives established in Vision Holly Springs Section 1: Land Use & Character Plan and the 2006 Village District Area Plan and develop those goals and objectives into a development concept and strategic implementation plan. The Plan should include, at a minimum, the following: 1. Land Use • A study of the Downtown Village District boundary and determine appropriate modifications. • Recommendations for the appropriate mix of commercial, office, and residential uses, potential building massing and locations, and approximate square footage/density of the highest and best land uses for the project area. • Associated renderings, drawings, or illustrations detailing the proposed land uses, building scale, parks and open spaces, and design features of the project area. 2. Character • A design manual, pattern book, or equivalent document that sets standards and guidelines for the public realm including streetscape design, parking, and open space, as well as architectural patterns that establish the residential and commercial/mixeduse architectural styles for the project area, illustrates the area’s unique character, and defines the standard elements. • Identification of new and/or re-prioritization of streetscape/aesthetic improvements. • Evaluation of the potential to create unique spaces and enhanced public art opportunities in the project area to distinguish the Downtown Village District from other areas of the community. 3. Parks and Open Spaces • Sidewalk, sidepath, and greenway connections / priorities from the Parks, Recreation and Greenways Master Plan. • Recommendations on how to connect the various parks and recreation facilities located within and in the vicinity of the Downtown Village District. • Evaluation of the Mims Park master plan against current planning documents and market trends and provide recommendations for revisions with the goal of creating a destination space in the Downtown Village District. • Recommendations for stormwater mitigation options and feasibility. 4. Multi-Modal Transportation • Evaluation of the transportation network for moving personal vehicles, public transit, pedestrians and cyclists though and within the project area and recommendations for improvements to the network. • Evaluation of advanced circulation design options such as traffic calming measures, vehicle free areas, or other circulation-related planning trends that might serve to enhance the destination character of the Downtown Village District. • Recommendations on improving connectivity within and between the Downtown Village District and the surrounding residential neighborhoods. 6 5. Economic Development Tools • Review of economic development policies and tools that encourage and facilitate development & redevelopment specific to the Downtown Village District and identify any new tools or programs. Specifically, tools and policies to attract and support small businesses. 6. Implementation • Identification of priorities, timelines, and strategies to assist the Town in making decisions about the timing and location of development in the project area such that the area can develop in a consistent and connected manner. • An evaluation of the Unified Development Ordinance and recommendations for the amendments needed to implement the policies and goals on the resulting Plan. With the broad range of issues affecting the community, this Plan is also expected to address growth and development topics such as: • Sustainable growth and development. • Infill development opportunities. • Future demand for housing and the appropriate locations of various housing types and densities. • Housing affordability. • Ability to maintain the Town’s unique character and sense of place. • Community vision, place-making, and streetscapes. • Maintaining an economically sustainable tax base providing for an appropriate balance of residential and non-residential uses, including various housing types, retail and commercial opportunities, and a wide-range of employment options within the Town.
