Description | Goals of Organized Waste Hauling Improve Erie's low waste diversion rates. Provide additional services to residents (recycling, compost/yard waste, bulk items). Decrease road damage. Decrease noise nuisance and air pollution. Increased street safety for pedestrians, kids, pets, and vehicles. Lower cost for residents. Summary The Town of Erie wishes to consider implementation of an organized residential landfill, recycling, and composting curbside collection and disposal program. The Town is seeking proposals to provide solid mixed waste, single stream recyclable, and optional compostable material waste collection and disposal services. As part of this contract, the Town intends to provide curbside landfill waste pick up and unlimited curbside single stream recycling as base services to residences within the Town and composting yard waste and bulk item pick up for an additional cost. To encourage landfill waste reduction by offering smaller volume and less frequent collection, the contractor shall provide the option of either a 32, 64 or 96-gallon landfill material collection cart, with lid, and weekly or bi-weekly landfill material collection. The contractor shall also provide unlimited weekly single-stream recycling in 96-gallon carts. The contractor shall provide bi-weekly compost collection of yard and food waste in 96-gallon carts and allow an opt-out for compost collection, at the residential customers' request. The contractor shall not sell only one volume of landfill material service. The contractor shall charge an incremental standardized price for each base volume unit of landfill material subscribed to or placed by the customer, whichever is more, regardless of the number of containers placed by the customer for collection. Each residential customer shall be afforded the opportunity to subscribe to service limited to 32 gallons only, 64 gallons only, or 96 gallons only with an option for bi-weekly 32-gallon landfill collection. The Town intends to provide weekly mixed waste disposal pickups and every other week recycle and compost pickups. Recycled pickups are to be priced as part of the basic services offered to all residential dwelling units and advertised as "free" on their monthly service bill. Bulk item pick-up and additional yard waste pick-up is a required part of the basic program offered to all residential dwelling units in the Town can be included in the Base Cost fee or offered at an additional cost. The Town is dedicated to delivering a high level of service to enhance the lives of everyone in the community. It is believed that this solicitation will result in enhanced services at a price that may be lower for non-HOA dwellings and provide optional enhanced service offerings to HOA communities that will encourage their membership to opt-in or join as a covenant community. Curbside service shall be in all cases, at or near the public right-of-way on the street and curbside. The term of service, if approved by the Board of Trustees, is projected to begin implementation in January 2023 and provide service for 3 years. The Town and contractor may agree in writing to renew the agreement for up to 2 additional 12-month terms. Contents of Offer Contractors are required to submit offers with the following conditions: Contractors shall make all investigations necessary to inform themselves of the facilities affected by the delivery of products and services required by the Solicitation. Any official interpretation of the Solicitation may only be issued by an authorized agent of the Town. The Town shall not be responsible for other interpretations offered by employees not authorized. The Town shall issue Addenda if substantial changes are required which may impact the content and submission of Offers. A copy of such addenda will be publicly posted with the original RFP posting. The apparent silence or omissions within this Solicitation regarding a detailed description of the materials or services shall be interpreted to mean that only the best commercial practices are to prevail and that only materials and workmanship of first quality are to be provided.
