Description

Bids will be opened immediately following the deadline at the office of the Redevelopment Authority of Luzerne County, 16 Luzerne Avenue, Suite 210, West Pittston, Pennsylvania, 18643. Work will be completed on the Avoca Industrial Track located in the municipalities of Avoca and Duryea Boroughs in Luzerne County; the Dunmore Secondary Track located in the municipalities of Avoca and Duryea Boroughs in Luzerne County and Moosic Borough in Lackawanna County and the Suscon Industrial Track located in the municipality of Pittston Township in Luzerne County and Moosic Borough in Lackawanna County. Work items will consist of track rehabilitation consisting of cross tie replacement; switch tie replacement on ten (10) switches; new ballast; and raising, lining and surfacing of track and the replacement of one turnout. Specific locations will be marked in the field. Contractor must be a qualified and experienced railroad Contractor with at least five (5) years of documented railroad experience. The Contractor must meet current specific training and qualification requirements in 49 CFR Part 214, Railroad Workplace Safety and have an accepted Federal Railway Administration (FRA) 2019 Drug and Alcohol Program. Contractor (contractor/material) must obtain or currently have a valid VDMU (PA Vendor ID).Funds for the completion of this work are provided to the Redevelopment Authority of Luzerne County by PA. DOT-Bureau of Rail Freight, Ports and Waterways. The work performed under this contract must be completed according to PA.DOT specifications. Pennsylvania Prevailing Wage Project Rates are included in this project and govern all work under the contract. Proposals must be submitted upon the forms furnished by the Engineer. The bid must be accompanied by a certified check or bid bond in the amount of 10% of the bid, made payable to the Redevelopment Authority of Luzerne County. The Redevelopment Authority of Luzerne County reserves the right to reject any or all proposals, or any parts or items of bids. In addition, the Authority reserves the right to decrease/increase the scope of work based on State funding. The successful bidder will be required to furnish the owner with a 100% Performance Bond, Labor and Materials Bond. Bids may be held by Owner for a period of not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the contract.
