Description

CLARIFICATION: October 16, 2023 (from Owner): clarification to all offerors on the above Request for Proposal. The information provided was conflicting as to the timing of the Cost Proposal envelope. We understand that Section VII.H says that it will be provided at the time of shortlist interviews. However, this was an error. ***The Cost of Services Proposal pursuant to Section VII.H should be provided prior to the consideration for interviews. All offerors may have until 2:00 pm on October 18, 2023 to provide the Cost of Services Proposal referred to in Section VII.H.*** ____________________________________________ It is the intention of the Owner, South Carolina Technology and Aviation Center (SCTAC), to select two (2) CMAR firms to compete for numerous construction projects that support ongoing facility management and modernization. To support facility management and modernization requirements of the Lockheed Martin Greenville Operations Center, SCTAC seeks to enter into a three-year multiple-award, requirements contract (Base Contract) that will allow for design-build, construction, repair, and maintenance projects to be completed on an 'as required' basis, when available funding permits. All projects will be for the improvement of SCTAC real property. This Request for Proposals will result in the selection of two (2) Base Contract awardees. The Base Contract will be a version of the A133-2019 modified to include design-build project delivery, which SCTAC refers to as the Construction Manager At-Risk delivery method, or CMAR, and will establish all of the provisions that run throughout the relationship, such as (1) the contractor's fee; (2) the contractor's compensation for pre-construction services; and (3) how the Cost of the Work is determined. However, each individual project will be the subject of its own 'Work Authorization,' whereby the selected CMAR will perform pre-construction services to assist in the development of the scope of work (such as cost estimating and project planning), followed by the performance of the work pursuant to a Guaranteed Maximum Price (GMP) addendum.
