Description

This purpose of this quick quote is to establish a term contract with a qualified business to provide trash collection (not hazardous or infectious) and disposal services for Virginia Correctional Enterprises wood plant. Virginia Correctional Enterprises (herein after identified, as VCE is part of the Department of Corrections), is an agency of the Commonwealth of Virginia. VCE has manufacturing plants statewide and a warehouse/distribution center located in North Chesterfield, Virginia. The manufacturing plants, also known as industries, are used in the employment, education, and training opportunities of offenders under state custody. The trash may include but not limited to discarded wood scrap, packaging scrap, broken pallets with nails, and general office waste. The Contractor shall provide a delivery, monthly rental, transportation and disposal of a 30 cubic yard closed top capable of locking trash container. The container shall be removed and dumped on a will-call basis. The successful bidder shall supply a copy of their Contractors License and Certificate of Insurance to this office before any work shall begin. Work Location: Nottoway Correctional Center, VCE wood plant, 2892 Schutt Road, Burkeville, Virginia 23922. Refuse Pickup Requirements: The Contactor shall provide one (1) 30 cubic yard roll-off /closed top, capable of locking trash container. The container shall be of metal construction and designed for heavy trash service. The Contractor shall maintain the container to be free from leakage and provide substitute containers when maintenance or repairs are being performed. The Contractor shall exchange containers at no additional cost, at the Agency's sole discretion, if the Agency determines containers are damaged or unusable. Only one (1) pickup is required per visit. VCE has two (2) closed top containers that will need removal of waste. The Contractor shall locate the container at a site designated by VCE. VCE also reserves the right to change container location at any time during this contract period without an additional charge. The Contractor shall properly dispose of all trash and wood items collected at an approved landfill. The Contractor shall be responsible for the complete recovery and proper disposal of all trash collected under this contract in a legal and authorized site and in an acceptable manner. The Contractor shall be responsible for managing the conduct of its employees and for ensuring that its employees perform all contract tasks in a professional and business-like manner. General Service Requirements: The Contractor shall provide all labor, equipment, materials and supplies necessary to collect and dispose of all items trash from the VCE Wood Shop. The collection and disposal of trash and refuse shall be performed in a manner approved by the Commonwealth of Virginia, Department of Health, Department of Waste Management, and all applicable Federal, State and Local laws. The Contractor's staff shall be responsible for cleanup of any spillage or leakage on the property during the transporting of refuse and/or recycling away from collection areas. At the completion of each pick up, it shall be the responsibility of the driver of the equipment to clear the immediate/adjacent area(s) of any debris which may be a result of his actions-by whatever method. Waste/recycled materials that are blown by the wind shall be recovered and disposed of by the equipment operator or his/her assistant. In no case shall the operator leave a site with waste materials in the area. The Contractor shall make provisions for all containers to be supported in such a manner as to minimize tipping or spilling and shall be responsible for keeping the area around the containers free of garbage and refuse. Virginia Correctional Center (VCE) shall have a separate account from the Correctional Center. Contractor shall bill once monthly. VCE will pay by credit card. Contractor shall supply work documents showing tonnage taken to landfill with bill. All DOC facilities are smoke free. VCE owns two (2) 30-yard closed top dumpsters. The Contractor shall pick-up the state owned dumpsters dumped and returned also. This VCE dumpster will need to be dumped once a week. The dumps may be less when the shop is not busy. VCE would like the service to weekly, on Tuesdays and Thursdays after 12:00pm with the exception of Holidays. The shop will notify the Contractor when the service is not needed. INCLEMENT WEATHER: Should inclement weather conditions or problems beyond the control of the Contractor interrupt or delay service, the Contractor shall advise the designee of the facilities of the following: Service stoppage or delay, Date of alternate pick up(s). The Contractor will be paid upon completion of delivery acceptance by the Purchasing Agency. A valid invoice shall be submitted to the Purchasing Agency after Virginia Correctional Enterprises have received the goods. Payment shall be made in accordance with the Prompt Payment Act of Virginia.
