Description

The scope of work for the Public Improvement Project consists of rebid of Phase 2, new building construction, for Linn County Secondary Roads District #1 Shop. The building is an approximately 25,000 SF pre-engineered metal building and includes eight vehicle storage bays, a wash bay, work area, and stick framed approximately 1,300 SF office area with storage mezzanine above. Phase 2 site improves include final grading, paving, and install of well, LP tanks, and septic system as well as continuation of Temporary and Permanent Erosion Control from Phase 1 will also be included in this package. Work associated with this project shall commence upon notice of award. Complete all construction activities related to Phase 2 shall achieve substantial completion no later than February 28, 2024. : Each bid shall be accompanied by a bid bond, certified check, cashier's check or credit union certified share draft, in a separate sealed envelope in an amount equal to five percent (5%) of the total amount of the bid. This form of the bid security shall be as prescribed by Chapter 26.8, Code of Iowa. The certified check or cashier's check shall be drawn on a bank in Iowa or a bank chartered under the laws of the United States of America; certified share draft shall be drawn on a credit union chartered under the laws of the United States. Bid security should be made payable to the Owner as security that if awarded a contract the bidder will enter into a contract at the prices bid and furnish the required Contractor's Bonds, Certificate of Insurance, and other materials as may be required in the contract documents. The certified check, cashier's check, or certified share draft may be cashed, or the Bid Bond forfeited, and the proceeds retained as liquidated damages if the Bidder fails to execute a contract and file acceptable Certificate of Insurance within ten (10) days after the acceptance of the proposal by the Owner. No bidder may withdraw a proposal within thirty (30) days after the date set for opening bids. Bids shall be made as lump sum bids for the entire work. Prices quoted shall be guaranteed for a period of thirty (30) calendar days after receipt of bids, and no bid may be withdrawn during this period. Linn County intends to award a contract to the lowest responsive, responsible bidder. However, Linn County does hereby reserve the right to reject any or all bids, to waive minor informalities in any bid, or to make award in the best interest of the County. All addenda issued prior to the bid submission deadline are to be covered in the bid and in closing a contract they are to become a part thereof. Each proposal shall be made on the proposal form prepared for this purpose. Any alteration in the official form of proposal will entitle Linn County, at its option, to reject the proposals involved for consideration. By virtue of statutory authority and provisions, preference will be given to products and provisions grown and coal produced in the State of Iowa.
