RFP Construction Manager at Risk - Northern Middle School Replacement Project

The Board of Education of Calvert County, Prince Frederick, MD, is soliciting proposals from qualified Construction Management firms to provide Technical Proposal submissions for Construction Manager at Risk services for the replacement school construction at Northern Middle School, 2954 Chaneyville Road, Owings MD 20736. The Board of Education of Calvert County, with support from the Board of County Commissioners of Calvert County and the Maryland Public School Construction Program, intend to build a replacement school to support the approved education specifications for Northern Middle School. Northern Middle School is located on an approximate 122-acre campus on Chaneyville Road in Owings, Maryland. The middle school shares the campus with the recently completed Northern High School replacement and the Mary Harrison Cultural Arts Center, as well as several wooded and undeveloped areas. The existing middle school building is located on the western portion of the campus and is directly adjacent to the existing Cultural Arts Center. The middle school is presently accessed from Flint Hill Road where the entrance to the parking lot and car drop-off loop is located. School Bus access is from Chaneyville Road, and parking serves the entire campus, middle and high school combined. Should a Proposer find a discrepancy in the Request for Technical Proposals document, or have a question regarding the meaning or intent of any part thereof, the Proposer shall submit a request clarification via email, to Mr. Sheldon Taylor, Supervisor of Finance, Procurement at constructionbid@calvertnet.k12.md.us. All questions or requests for clarification must be received before 4:00 PM on September 21, 2023. Failure to request such clarification is a waiver to any claim by the Proposer for expense made necessary by reason of later interpretation of the Request for Technical Proposals document by the Owner. Requests shall include the Request for Technical Proposals number and name in the email subject line. Certified Minority Business Enterprises (MBE) are encouraged to respond to this solicitation notice. The current project overall budget, including furnishings and equipment and all soft costs is estimated at $62,124,600, (pending State funding approval). CCPS received planning approval for this project in May 2023. The first year of construction funding is to be requested in FY2025 over a fiscal period of 4-years. The Owner may evaluate the proposals based on the anticipated completion of all or any portion of the project. The Owner reserves the right to reject any and all proposals and re-solicit for new qualifications, or to reject any and all proposals and temporarily or permanently abandon the project. The Owner further reserves the right to the following: A. Reject any proposal(s); waive any formalities, informalities and/or technicalities therein. B. To change and/or cancel, in part, or in its entirety any elements of this Request for Technical Proposals. C. To extend or change the submission deadline and/or schedule. D. To request additional information, interviews and/or clarifications from any or all Proposers to this Request for Technical Proposals. E. To contact any Proposers of this Request for Technical Proposals, at its sole discretion and allow a Proposer to correct any and all formalities and technicalities in the best interest of the Owner. F. Make an award with or without negotiations.
