Description | Since its incorporation in 1968, the City of Carson has contracted with the Los Angeles County Department of Public Works for most development-related services, including Building and Safety and Engineering services. The City Council has requested staff investigate bringing some or all of those services in-house, so the City is seeking a qualified Consultant to analyze these functions and make recommendations for the best course of action for the City to provide first-class services to the residents and the development community. Recommendations will include the costs to implement the change from County-contracting to in-house and as well as the comparison of costs to provide these services on an annual basis under the different scenarios, as well as the responsiveness and the customer service quality of in-house services vs. contracted. Consultant must be well-versed in the functions and job requirements of a full-service Building and Safety Division/Department. Q&A Deadline 08/29/2022 2:00 PM (PDT) Deliverables shall include, at a minimum, the following: o A projected timeline of the analysis and estimated date of completion with final report. o A description of the process to survey relevant stakeholders, including users of City Building and Safety services, City staff and current contracted Building and Safety official. o A ranking of recommendations and cost analysis for a) Current contracted County staff, b) all private consultant contracted staff, c) a hybrid of contracted staff and City staff, d) all City staff. o Anticipated benefit of all four scenarios above related to the quality of customer service, response times, efficiency and cost. o An estimated cost to both implement the change to a different staffing scenario as well as the annual estimated cost to implement each scenario. o All rankings and estimates must include the costs of staffing and technological support. Technological support should include ranking and comparison of existing software, existing software with add-ons, and replacement of existing system with EnerGov software. o Identify a step-by-step road map of how the City will transition from the current County provided services to an all-City staff services, all privately contracted for services, or a hybrid of City staff and private consultant services. o Deliverables must be in both written report format (3 copies) as well as electronic format. This RFP does not commit the City of Carson to award a contract or to pay any cost incurred in the preparation of any response to the RFP. All responses to this RFP become the property of the City. At such time a selection is made, all responses submitted become a matter of public record and shall be regarded as such, with the exception of those elements in responses which are trade secrets or proprietary, marked as such, and otherwise exempt from disclosure under the Public Records Act. Bidders will receive an e-bid confirmation number with a time stamp from the Bid Management System indicating that their bid was submitted successfully. The City will only receive those bids that were transmitted successfully. NOTE: E-Bids are sealed and cannot be viewed by the City until the closing date and time. If you need to withdraw your bid, you may do so any time before the bid deadline, by going back into the system and selecting "withdraw". PLEASE NOTE THAT IN THE EVENT OF A CONFLICT BETWEEN ANY DETAILS CONTAINED WITHIN THIS RFP 22-016 (RE-BID) DOCUMENT AND ANYTHING ELSE CONTAINED WITHIN THE PORTAL, THIS RFP 22-016 (RE-BID) DOCUMENT SHALL CONTROL AND GOVERN.
