Description | The work to be bid on is as follows. The Project consists of the open cut installation of approximately 1,065 linear feet of 10-inch DIP gravity sewer pipe; the open cut installation of approximately 4,065 linear feet of 8-inch PVC gravity sanitary sewer pipe; the open cut installation of approximately 2,165 linear feet of 8 DIP gravity sanitary sewer pipe; the Jack and Bore Installation of approximately 280 linear feet of 8-inch gravity sanitary sewer pipe with 16-inch steel casing pipe; the Jack and Bore Installation of approximately 120 linear feet of 10-inch gravity sanitary sewer pipe with 18-inch steel casing pipe; 38 new open cut 6-inch service lateral and cleanout installations; and 34 new manhole installations. The work will consist of numerous road crossings, three (3) stream crossings, and construction within a wetland; and will require significant erosion control measures. The scope of the project will include all bypass pumping, pipe preparation, and any necessary tools or equipment required to complete the job according to the specifications. The allotted time for construction is 410 calendar days for substantial completion and 440 calendar days for final completion. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractors Licensing Act. Davis-Bacon Act and American Iron and Steel Requirements. This project is being funded by a State Revolving Loan on or after 2014 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Disadvantaged Business Enterprises (DBE) Requirements. Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Programs Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner.
