Description

On August 16, 2022, the Laguna Beach City Council approved the issuance of a Request for Proposals for the Collection, Transportation, Processing, and Diversion of Recyclable Materials and Other Materials and for the Collection, Transportation, and Disposal of Municipal Solid Waste ("RFP"). The City of Laguna Beach ("the City") is seeking proposals from qualified firms to provide collection, transportation and disposal of municipal solid waste and the collection, transportation, processing and diversion of recyclable materials, yard trimmings, food scraps, and other materials for an eight (8) year period beginning July 1, 2024 and terminating June 30, 2032 with the possibility of two (2) one-year extensions based on the selected contractor's attainment of performance measures. The City's existing contract with Waste Management (WM) terminates June 30, 2023. The City is in discussions with WM to extend the existing contract for an additional year to June 30, 2024. The Pre-Submittal Conference will include a general presentation about the RFP document and a Question and Answer session on the RFP and the Agreement. The mandatory attendance at the Pre-Submittal Conference may be in person or online via GoToMeeting (or similar online portal selected by the City). The City will distribute a link to the online meeting closer to the date of the meeting. Failure to attend will result in the disqualification of the proposer. Bid Bond 0.00% Payment Bond 0.00% Performance Bond 0.00% Proposers may submit questions in writing to the City's RFP Coordinator in advance of the Pre-Submittal Conference. The City will respond to as many questions as possible at the Pre-Submittal Conference. If there are questions that cannot be answered at the Pre-Submittal Conference, the City will provide responses in an Addendum to the RFP. All questions raised during the Pre-Submittal Conference, as well as those that require follow-up, will be answered by the City via written Addendum no later than 5:00 p.m. on October 7, 2022. Attendance at the September 1, 2022 Pre-Submittal Conference is mandatory for all proposers. Failure to attend will result in the disqualification of the proposer. Pursuant to the RFP Process Integrity Rules in RFP Section 1.5, Proposers shall direct all questions about the RFP and/or the RFP process in writing (by letter or email) to the City's RFP Coordinator. The Proposer shall submit an electronic version of the Proposal and forms in the form of USB thumb drive, one (1) original (signed) and nine (9) signed copies of the proposal in its entirety, including all Proposal Forms, Appendices, Exhibits, and all other required documents as specified in Sections 1.3.1 & 1.3.2 of the RFP.
