Description | Loudoun County Sanitation Authority (DBA Loudoun Water), the Owner, invites qualified contractors to submit Quotes for the aforementioned project. The procurement process and the performance of the Contract shall be governed by the provisions of the Virginia Public Procurement Act (VPPA). The purpose of this Request for Quote is to solicit Quotes to establish an agreement for the removal and capture of gasket-like material from sewer pipe in a portion of the S-61, PIP sewer. The map area (attached in IonWave) represents approximately thirty-four hundred (3,400) linear feet of forty-two (42) inch-diameter pipe located in Loudoun County, Virginia The purpose of this project is to remove and capture loose, hanging gasket-like material from the inside of a forty-two (42") inch diameter concrete sewer pipe located in the yellow shaded area on the attached map. The material was installed at each joint and parged over to provide another layer of corrosion protection to the joint. Over time the parging material has deteriorated and is no longer holding the gasket-like material in place. Overall, the project consists of approximately thirty-four hundred (3,400) feet and sixty-five (65) gaskets. A MSI inspection was conducted in 2020 and the CCTV video and reports are available for your use. Average flow within this sewer is approximately 1.0-1.2 MGD including one pump station that contributes approximately 0.14 MGD. The pump station is located approximately twenty-one thousand (21,000) feet upstream from this Work location. The successful contractor will include all Work required to mobilize, conduct material removal, demobilize, restore properties affected by the work to like condition prior to Work, and provide post removal closed-circuit television video (CCTV). Condition assessment data shall be provided to Loudoun Water electronically in conformance with the National Association of Sewer Services Companies (NASSCO) Pipeline Assessment Certification Program (PACP) Version 7 guidelines. This file shall be exported as a NASSCO PACP V7 database. Video files supporting the inspection shall be exported as mp4 files. The successful contractor will provide all labor, materials, tools, equipment, and incidentals as needed, specified, and required to execute the Work, which includes, closed-circuit television (CCTV) inspection. It is preferred the Work be conducted during normal business hours, however, if high flows are observed, non-peak hour work may be permitted to obtain the necessary result. If any unforeseen blockage within the pipe interrupts the Work, the Owner must be notified immediately. If the successful contractor determines that maintenance of traffic plans is necessary to complete this work, the successful contractor is responsible for submitting and obtaining all applicable Virginia Department of Transportation (VDOT) permits including traffic safety equipment and traffic control. Loudoun Water will provide all necessary notifications to the public and private landowners to gain access to these structures. The overall period of the project is estimated to be one (1) to two (2) weeks. Loudoun Water, in its sole discretion, shall determine if the additional work is needed and notify the successful contractor. The process to be used to complete the project is at the discretion of the contractor (e.g.: removal of the material via "man-entry" or robotically removing the materials). Any interested bidders shall submit a work plan Electronically containing details of the process that they will use to complete the work as specified above. A cost breakdown of the lump sum given Electronically shall include but not be limited to hourly labor rates, equipment to be used, equipment fees, shipping and handling charges and any other fees associated with completing the project. This breakdown shall be included in the work plan. The work plan will be a factor in the award of the contract. There shall be no pre-bid conference for this project. Any changes resulting from inquiries shall be issued by a written addendum from the Procurement Department Any Quote in response to this solicitation shall be valid for (120) one hundred and twenty days. At the end of the (120) one-hundred-and-twenty-day period the Quote may be withdrawn at the written request of the Contractor. If the Quote is not withdrawn at that time it remains in effect until an award is made or the solicitation is canceled. |
