Description | GLOUCESTER COUNTY IMPROVEMENT AUTHORITY NOTICE TO BIDDERS Notice is hereby given that sealed bids will be received by the Gloucester County Improvement Authority on Wednesday, February 22, 2023, at 10:00AM, prevailing time at the Gloucester County Improvement Authority Administrative Office, located at 109 Budd Boulevard, Woodbury, NJ 08096, All Bids must be delivered to the GCIA office. Bids will be opened and read via GCIA Web Site, same day on February 22, 2023, at 10:00AM for: Contract # 21-00004 Jean & Ric Edelman Fossil Park of Rowan University Wayfinding Signage Scope of Work: Edelman Fossil Park at Rowan University Wayfinding Signage package includes details for the exterior and interior wayfinding signage for the new Fossil Park Museum, located in Sewell, NJ. The scope of work includes, but is not limited to: - Exterior wayfinding signage, including final digital artwork, fabrication, and installation - Interior wayfinding signage, including final digital artwork, fabrication, and installation - Project Coordination and Scheduling with All Project Team Members and Providers Bid Documents, Specifications, Instructions to bidders, and Proposal Forms may be obtained digitally from the office of Gallagher & Associates via email to Natalie Tschechaniuk at nataliet@gallagherdesign.com. The Bid Documents will be available beginning on Friday, January 27, 2023, between the hours of 9:00am and 4:30pm, Monday through Friday, except legal holidays. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications and bid documents. Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond for 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. Successful bidder will be required to furnish a bond of a surety company, satisfactory to the Authority, in a sum equal to 100% of the total contract price. A non-mandatory pre-bid meeting will be held at 11:00AM on Thursday, February 2, 2023. The non-mandatory pre-bid meeting will be conducted Virtually, a link will be provided by Gallagher & Associates to all plan holders that wish to attend. All potential bidders are strongly encouraged to attend. The Owner reserves the right to schedule additional meetings if it is in the best interest of the project. The Prebid Meeting will be conducted thus: The Construction Manager will provide an Agenda. Any questions and answers from attendees will be documented in the Pre-Bid Meeting Minutes and distributed to all bidders via the Addendum. This project shall be bid as a single bid (lump sum all trades). Prospective bidders are advised that the Project is subject to a Project Labor Agreement ("PLA"). The PLA will be binding upon the successful bidder, and its subcontractors (as applicable). A copy of the PLA is included in the Project Specifications. All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Equal Employment Opportunity and Affirmative Action), The New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing interest holders with the bid. In addition, all bidders must comply "The Public Works Contractor Registration Act", N.J.S.A. 34:11-56.48 et seq., and the contractor and all subcontractors must be registered in accordance with the Act. The Owner reserves the right, in accordance with applicable laws, to reject any or all bids, to waive immaterial informalities, deviations, or omissions in any bid or all bids, and to accept such bids and make such awards as may be in accordance with applicable law. Furthermore, as allowed by applicable law, the Owner may request written clarification of any aspect of the proposal where, in the Owner's opinion, ambiguities exist. No bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids, except as provided for under N.J.S.A. 40A:11-23.3.
