Description | N40085-22-R-2592 INDEFINITE DELIVERY / INDEFINITE QUANTITY (IDIQ) CONTRACT FOR CIVIL DESIGN AND ENGINEERING SERVICES IN SUPPORT OF PROJECTS PRIMARILY IN THE HAMPTON ROADS AREA OF VIRGINIA, NORTH CAROLINA, SOUTH CAROLINA, AND GEORGIA DESCRIPTION: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NOT A SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for civil and geotechnical design and engineering (AE) services, but may also include multi-discipline services. Work under the contracts is anticipated to occur primarily for support of projects primarily in the Hampton Roads area of Virginia, North Carolina, South Carolina, and Georgia. The preponderance of work is expected to be located primarily at NAVFAC Mid-Atlantic, Marine Corps Area of Responsibility (AOR) including Marine Corps Air Station Cherry Point. Work on rare occasions may be ordered for projects in the NAVFAC area of responsibility worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a five (5) year term. The total fee for the contract term shall not exceed $30,000,000. The guaranteed minimum for the contract term is $5,000.00. Firm-fixed price task orders will be negotiated for projects awarded under this contract. There will be no dollar limit for an individual task order and no annual dollar limit. Estimated start date is September 2022. This proposed contract is being solicited as a Small Business Set Aside. The North American Industry Classification System (NAICS) Code is 541330, Engineering Services, and the Small Business size standard is $16,500,000. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. The market research study N4008522R2592 conducted by NAVFAC MID-ATLANTIC, included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business Program. The NAVFAC (MID-ATLANTIC Command small business office concurs with this decision. Projects will primarily be for civil design and engineering services, but may also include multi-discipline services. While subject to change, the Government anticipates the task order values will range from approximately $20K to $1M per Task Order. Projects may involve single or multiple disciplines, including, but not limited to, architectural, structural, mechanical, electrical, civil, landscape design, fire protection, and interior design. The type of civil and geotechnical engineering and multi-discipline design services expected to be performed under this contract are: (A) Preparation of DD1391 documentation, design-build RFP packages, and full design (design-bidbuild) projects for projects/facilities including, but not limited to, operational and training facilities, maintenance and production facilities, research, development, test and evaluation facilities, supply facilities, housing and community facilities, utilities and ground improvements facilities with an emphasis on the following types of civil engineering projects: 1. Structural designs and evaluations for existing buildings to include office buildings, IDIQ for Civil Engineering AE Services N40085-22-R-2592 Hampton Roads VA, NC, SC, and GA A-E Synopsis Page 2 of 12 Revised JUL 2017 industrial buildings, warehouses, hangars, theaters, bowling alleys, chapels and single and multifamily houses. Experience is required in design of masonry, concrete, asphalt, steel, wood, composites and other common structural materials; 2. Design of sanitary sewer treatment facilities, pump stations, and upgrades to collection systems, pump station upgrades; 3. Design of water treatment facilities, pump stations, and upgrades to water distribution systems; 4. Design of antiterrorism and security projects such as installation security fencing, entry control facilities, lighting, and other force protection measures; 5. Design of shoreline erosion control measures and beach re-nourishment; 6. Design of storm water drainage systems including increasing existing capacity, replacing deteriorated storm sewer piping, and permit compliance; 7. Design of dredging projects and associated permits; 8. Design of small arms ranges (indoor or outdoor); 9. Design of new and surfacing of existing airfields, roads, bridges, and parking lots; 10. Design of traffic signalization and other traffic-related engineering services. The method of contractor selection has not been determined at this time. |
