Description

Damascus, Virginia desires to pre-qualify prospective contractors for housing rehabilitation, substantial reconstruction, and demolition activities on an estimated nine (9) properties related to the Damascus Scattered Site Housing Project Phase I, funded by Virginia Community Development Block Grant funds. Subsequent consideration of bids for housing rehabilitation, substantial reconstruction, and demolition activities will be limited to pre-qualified contractors. Home improvements or substantial reconstruction are expected to be made on approximately six (6) private properties, and demolitions on approximately three (3) private blighted properties located in the town of Damascus. Construction costs are expected to range from approximately $10,000 to $85,000 per property. Prequalified contractors will be invited to bid on the home improvements, which may be bid over one or more rounds. Contractors will be able to bid on all or a select number of the properties included in each round of bidding. A work write-up, including specifications, will be provided to the bidders. The bidding and construction administration will be handled by this project's Housing Rehabilitation Oversight Board and Rehab Specialist. Requirements: Contractors must complete and submit the Contractor's Qualification Statement in order to be considered for prequalification for the Project. This statement must be notarized. In general, all Contractors must be licensed by the Virginia Department of Professional and Occupational Regulation (DPOR) as a Class A or Class B contractor and must have been in business as a general contractor for at least one year. Contractors must also have sufficient experience in the type of work being bid (including training in lead-based paint/EPA requirements) and must have good references and credit histories. Additionally, contractors must have adequate liability insurance and must not be included on any list of debarred contractors.
