Description | This bid is for Aggregate Gravel, Stone, or Topsoil to be delivered by semi-trailer trucks directly to job sites within the City of Wheaton. Delivery will be on an as needed basis with as much advance notice as possible. All material shall meet the most current requirements of Section 1004 of the Standard Specifications for Road and Bridge Construction as adopted by the State of Illinois Department of Transportation. Material includes CA-1, CA-5, CA-6, CA-7, CA-16, FA-5, and Topsoil. CONTRACT TERM: January 1, 2023, through December 31, 2023. Last Date for Questions: November 15, 2022 A bid bond is not required for this project Performance and Payment Bond is Required Maintenance Bond is Required. Prevailing Wage Act: DOES NOT APPLY The City reserves the right to waive any informality, technical requirement, deficiency, or irregularity in the offer. The City may conduct discussions with Bidders to further clarify the offer as may be necessary. Correction of the offer shall be affected by submission within 4 hours (e-mail or fax) of a corrected page with changes documented and signed. The City reserves the right to reject any and all offers in whole or in part, if it is in the public interest to do so, including, but not limited to: budgetary constraints, unclear solicitation documents, pricing aberrations, front end loading; mathematically unbalanced proposals/bids in which prices for some items are substantially out of proportion to comparable prices; materially unbalanced proposals in which material requirements for some items are substantially higher to comparable proposals; and other reasons deemed important to the City. The City further reserves the right to reject the Bid of any Bidder who, either in its own right or through an affiliation with another entity which the City has determined has not completed a prior project, whether with the City or elsewhere, because of the fault of the Bidder, its subcontractors or employees; has been declared in default on a prior contract whether with the City or elsewhere; has failed to complete a prior project in a timely fashion whether with the City or elsewhere; based on its work record, is not capable of performing the Contract whether due to lack of sufficient prior experience, as determined by the City, or any other reason; has a work record of its Subcontractors demanding direct payment from the owner; has a work record of its Subcontractors, employees, or material suppliers complaining to the City or other awarding authority regarding the Bidders failure to pay them; has a record of complaints made to the City or other awarding authority by persons offended by the behavior of the Bidder, its Subcontractors or employees; or has a record of its failure to comply with State of Illinois and/or City laws or requirements. Work record and record constitutes a minimum of one event in the work history of the Bidder. The City reserves the right to accept or reject any offer in which the Bidder names a total price for all the work without breaking down requested material costs, labor costs, and/or overhead and profit. The City shall have the right to reject the insurer/insurance policy of the Contractor or any subcontractor. |
