Description | Washington County Facilities and Parks Services is seeking bids for the replacement and upgrade to the Washington County Juvenile Shelter known as Harkin's House located at 244 W Main Street in Hillsboro, OR. The existing HVAC equipment is aging, at the end of its useful life, and undersized for current summer and winter peak temperatures. Washington County would like to replace the existing air handling unit (AHU). In addition, Washington County would like to upgrade the indoor air quality to mitigate impact Covid-19 and make reasonable allowances for mitigating wildfire smoke impact and elevated global warming peak summer outdoor temperatures. Harkin's House is an existing secured access residential facility for youth. Additional background requirements due to the program services will be required of Contractor staff before work begins. Last Date to Submit Questions: February 10, 2023, 5:00pm . RETROFIT AND ALTERATION TO AN EXISTING YOUTH RESIDENTIAL BUILDING TO REPLACE AND UPSIZE EXISTING END-OF-USEFUL-LIFE HVAC EQUIPMENT. 2. NO CHANGE IN OCCUPANCY OR CODE CLASSIFICATION OR USAGE. NO CHANGE IN BUILDING SQUARE FOOTAGE NO CHANGE TO INTERIOR ROOM SIZES, PARTITIONS, FIRE RATINGS OR SEPARATIONS. NO CHANGE TO CODE PLUMBING FIXTURES. NO CHANGE TO ROOF AREA OR STORM DRAINAGE. 3. REPLACE CENTRAL AIR HANDLING UNITS, AND ALTERATION TO ASSOCIATED DUCTWORK, ELECTRICAL, CONTROLS. PROVIDE CEILING PROPELLER FANS TO IMPROVE AIR CIRCULATION. UPGRADE DDC CONTROLS. 4. DEMO AND REPLACE MECHANICAL ROOM EXTERIOR WALL TO ENABLE SECOND FLOOR AIR HANDLING UNIT DEMOLITION AND REPLACEMENT. 5. SMALLER ADDITIONAL MECHANICAL AND ELECTRICAL UPGRADES INCLUDING: NEW OUTDOOR HEAT PUMP CONDENSING UNIT, REPLACEMENT OF KITCHEN AC SPLIT SYSTEM, EXTENDING WIRING FOR NEW HVAC EQUIPMENT, REPLACING HEATING WATER PUMPS. 6. ADD ALTERNATES INCLUDE: (1) COVID 19 AIR DISINFECTION AT AIR HANDLING UNITS, (2) REPLACE KITCHEN HOOD MAKE UP AIR FAN AND HEATER, (3) REPLACE EXISTING SERIES FAN POWERED VAV TERMINAL UNITS, (4) ADD DUCTWORK TO KITCHEN FREEZER CONDENSING UNIT TO CHANNEL HEAT OUT OF KITCHEN THRU SIDEWALL LOUVER. The estimated expense for this contract will be $1,000,000. Mechanical Work Overview A. Provide ceiling propellor fans at top of lobby entry, top of main stairs, in boys commons, in girls commons rooms to improve stagnant air circulation. B. Remove and replace existing 25 Ton outdoor AC condensing unit, refrigeration piping, with new DX air cooled VRF heat pump condensing unit. Provide new refrigeration piping. C. Remove and replace existing heating water close coupled vertical inline pumps. D. Replace and upgrade existing MERV 8 air filters to MERV 17. E. Provide 1 spare set of air filters with integral impregnated carbon to mitigate smoke during a wildfire event. F. COVID-19 air disinfection: retrofit a UV-C light into the existing RA ductwork. G. Replace existing kitchen storage AC mini split system outdoor condensing unit with new. IV.C Electrical Work Overview A. Provide new and sufficient electrical power for AHU and condensing unit. B. Provide new electrical power to ceiling fans. C. COVID-19 air disinfection: retrofit a UV-C light into the existing RA ductwork. IV.D Architectural and Structural Work Overview A. Remove and replace existing exterior wall at second floor to assist in mechanical retrofit. B. Provide new mechanical room sidewall OSA intake and Relief air louvers. |
