Description | The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for the renovation of Warm Springs located in Madison County, Montana. Approximate location is shown on the provided drawings. BLM will issue Solicitation Number 140L3622R0008 via SAM.gov, at the link provided in this notice. A contractor is required to furnish labor, equipment, supplies, and materials to crack seal, chip seal existing pavements, install a new boat ramp, and other related appurtenances at Warm Spring Day Use Area in accordance with the provided drawings and specifications. Major items of work include: 1. Watering for compaction of boat ramp and asphalt. 2. Site grading. 3. Providing and compacting aggregate base course materials. 4. Furnishing bituminous concrete pavement and speed hump. 5. Chip seal. 6. Construct a concrete boat ramp. 7. Apply pavement markings. 8. Apply seeding. Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around 9 August 2022. The estimated price range of this acquisition is between $100,000 and $250,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238990 and the associated Small Business Size Standard is $16.5 Million. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedures to make a best value award. A firm-fixed priced contract is contemplated. Proposals will be due on or around 9 September 2022 at jalvarez@blm.gov. The Government anticipates award of this procurement on or around 26 September 2022. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 365 calendar days. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range.
