Description | The Project consists of the following major elements: Installation of approximately 5,600 LF 16-inch DIP CL 250 water line from the intersection of Industrial Drive and North Broadway, south on Oak Hill Drive, connecting to the new Oak Hill Tank. Installation of approximately 3,600 LF 12-inch DIP CL 350 water line from Fowler Ford Road, along Highway 52 East, south on Demase Street, to South Broadway Street. Trenchless method installation under Railroad, of approximately 135 LF 12-inch water line and 24-inch steel casing pipe for new water line and 135 LF of 24-inch steel casing pipe for future sanitary sewer. Trenchless method installation of approximately 100 LF 16-inch water line and 30-inch steel casing pipe for new water line under State Highway 109. Installation of approximately 56 water services (trenchless and open-cut) from existing water lines to new 12-inch and 16-inch water lines. Installation of accessories to include butterfly and gate valves, tapping sleeves & valves, reducers, air release valves, and fire hydrants. Installation and maintenance of erosion and sediment controls, and site restoration including driveway and street pavement removal and replacement, and surface restoration. The work will be awarded in one Contract. Contract time is 240 consecutive calendar days Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. This project is being supported with Treasury, Coronavirus State and Local Fiscal Recovery Fund grant funding. This project is funded under a grant contract with the State of Tennessee, Department of Environment and Conservation. Therefore, certain restrictions and other federal requirements attach to this opportunity. The Owner hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractor's must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise. |
