Description | The Department of Youth Services (DYS) has started planning for construction of a new youth rehabilitation facility in the Northeast region of Ohio. The entire project cost is currently anticipated to be approximately $100M and funded over multi-biennia. The new facility is anticipated to house between 72 to 96 youth and include all indoor and outdoor spaces such as (but not limited to): administration, operations & control, visitation, support staff & parole offices, training, kitchen & dining, education and vocational schools, maintenance garages, utility and storage rooms, programming spaces (chapel, barber shop, gymnasium, conference centers), outdoor recreation & green spaces. Other spaces may be identified through the development of the Program of Requirements. Phase 1 includes approximately $30M and will include the selection, evaluation, and procurement of property, planning and programming of all required buildings for a new facility, site preparation, and building construction as the budget allows. Phase 1 (FY21-22) of this project is intended to assess and determine the final DYS facility property location, full programming for the new facility, site and facility design & layout, and execution of an initial GMP to begin phased construction of the facility as deemed appropriate by the ODYS, OFCC, A/E, and CMR team. Phase 1 A/E Services (not limited to below and subject to change): o Review & provide site assessment up to three (3) potential property locations during DYS property acquisition phase. Site assessments may include soil borings or surveys as DYS requires. o Provide initial Program of Requirements (PoR) & on-going PoR adjustments/confirmation through the design phase as necessary. ? Include cost estimates & revisions to cost estimates to confirm budget & scope as needed. Prepare three schematic site layout and design proposals including site infrastructure and utility services. Include renderings as needed to convey design & layouts. o Fully developed (100%) construction documents at GMP. o Coordination of all design documents with selected CMR for cost confirmation, constructability, and GMP basis document coordination through each of the design phases. o Construction administration. |
