Description

For Wastewater Treatment System Improvements, to wit: 1. 5,483.00 TONS R i p - Rap 12" Thk. (8" Surge Stone-2" Below LWL to 1' Above HWL) 2. 15,800.00 C.Y. Dike Embankment and Earthwork 3. 1 L.S. Lagoon Shutdown and Water Transfer 4. 2,935.03 TONS Filter Blanket 5.1.00 L.S. Mobilization Small business and minority owned business sources are encouraged to bid on this project. A bid bond in the amount of 5% of the total amount bid shall be attached to all bids as a guarantee that the successful bidder will within ten (10) days from the date of notice of award, enter into contract and file the required bonds, and furnish a certificate of Workman's Compensation and General Contractors Liability Insurance. The City of Grandfield reserves the right to reject any or all bids, waive any irregularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. (Bid shall be awarded to the lowest, responsive and responsible bidder). No Bidder may withdraw his bid within 45 days after the actual date of the opening thereof. Bids are solicited and a contract award will be made pursuant to the Public Competitive Bidding Act of 1974 as amended (Title 61, O.S. 1981, Sections 101-136 et seq.). The City of Grandfield reserves the right to withhold any contract awarded subject to the availability of funds. Non-Collusion form must be signed, notarized and returned with bid or bid will not be accepted. All bids must include assurances that the following provisions will be complied with: Federal Labor Standards Provisions U. S. Department of Labor 29 CFR Part 5; Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170IU which requires that to the greatest extent feasible opportunities for training and employment be given lower income residents of The City of Grandfield and contracts for work in connection with the project be awarded to business concerns which are located or owned in substantial part by persons residing in the area of the project; Section 109 of the Housing and Community development Act of 1974 which assures that no person shall on the grounds of race, color, national origin or sex be excluded from participation in, be denied the benefits of, or be subjected to discrimination; Certification of Non-segregated Facilities which assures that bidder does not maintain or provide any segregated facilities; Equal Opportunity Provision, EO 11246, as amended, which assures non-discrimination; Minority Business Enterprise and Women Business Enterprise Provisions which encourage minority owned businesses and women owned businesses to bid on the project; assurances that surety companies executing bonds must appear on the Treasury Department's most current list and are authorized to transact business in the State of Oklahoma. Contracts for this construction will require the submissions of a preliminary statement of anticipated work force and subcontractor needs for project construction work, as well as the submission of written goals (number of employees and dollar amount to subcontractors) for utilization of lower-income residents and small disadvantaged businesses located within the City of Grandfield. Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the office designated in the solicitation by the time specified in the solicitation. Any proposal, modification, or revision received at the office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered.
