Description | The Madison Metropolitan Sewerage District (District) is requesting proposals for engineering consulting services associated with our Nine Springs Liquids Processing Improvements-Phase 2 project. The 2016 Liquid Processing Facilities Plan evaluated future needs and opportunities related to the Nine Springs Wastewater Treatment Plant liquid treatment processes and provided recommendations for the MMSD Capital Improvement Plan to address those in phases. Phase 2 of this work focuses on the existing activated sludge process equipment that is at the end of its useful life and needs to be replaced. The District views this required asset replacement as an opportunity to potentially reduce energy demands and effluent total nitrogen. Implementation of a biological nutrient removal (BNR) process configuration that reduces aeration and pumping requirements is seen as a potentially viable means for achieving these goals. The District wishes to retain the services of a consultant that has specific and significant experience with wastewater treatment plant aeration systems; advanced nutrient (phosphorous and nitrogen) removal processes; and all related wastewater regulations. Aeration system experience must include aeration system processes and controls, blowers, piping, valves, and equipment. The consultant will have experience in process modelling for evaluating potential process configurations. Biowin is the preferred model, as MMSD utilizes this model in-house. The scope of services requested includes Alternatives Analysis, Preliminary Design, Final Design, Pilot Plant Evaluation, Clean Water Fund Assistance, ISI Envision Assessments, and Construction Related Services. The consultant shall provide designs for the replacement of identified infrastructure and develop a pilot plant experimental program to evaluate proposed BNR process configurations. The method of Contractor Selection has not been determined at this time. |
