Description | Project Category Code: Culverts, Waterways, Stormwater Channels The intent of this project is to remove debris from the stream channel. This may include removal of vegetative debris such as trees, stumps, brush, felling of damaged trees, and man-made debris, but specifically excludes removal of soil, cobble, boulders, etc. Debris removal area limits are defined by the Start and Stop coordinates as provided above and should extend to twice the channel width or to the outer boundary of the 100-year flood plain. Refer to the Engineer as needed for guidance regarding the debris removal area limits. Removal of debris outside the limits defined above may only be approved by Haywood County and the Engineer. Access to the sites should be established at the provided Point of Access (POA) and generally follow the proposed access routes as shown on the Site Plans. Deviations from the proposed access routes must be coordinated with the landowner and approved by the Engineer. Clearing of live, healthy trees greater than 3-inches in diameter is prohibited unless otherwise approved by Haywood County or the Engineer. When required, live vegetation shall be trimmed or cut at ground level, but the root balls shall remain. Soil disturbing activities are not permitted when clearing live vegetation. The Contractor shall utilize necessary equipment and manpower to clear and snag debris along the extents of the debris removal areas and shall dispose of and haul all debris to the off-site location noted on the previous page. Staging and stockpiling of equipment and debris is anticipated within the proposed work areas but must be a minimum of 50-feet from any stream and coordination with landowners is required. Staging and stockpiling of equipment and debris is prohibited within public rights-of-way. Excavation, filing, or bank shaping activities are not anticipated for this project. Disturbed areas shall be restored by seeding or other measures to equal or better condition as approved by Haywood County. Completion of work is expected within 60 days of notice to proceed. |
