2022 Cleveland Rehabilitation Project

Request for Information (RFIs) or clarification shall be sent in writing via email to Vickie Wilhite, LJA Engineering, Inc. at vwilhite@lja.com. RFIs will be accepted until 12:00 PM local time on March 15, 2023. No responses will be provided for RFIs received after this time. Responses to RFIs will be sent by 5:00 PM local March 15, 2023. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. Cleveland Utilities 265 Brookview Centre Way, Suite 504 2435 Guthrie Drive Knoxville, TN 37919 Cleveland, TN 37320 Ms. Marilyn Robinson, Executive Director Nashville Minority Business Office 1919 Charlotte Avenue, Suite 310 Knoxville, TN 37921 (615) 255-0432 The work to be bid on is as follows: The Project consists of the installation of a Cured-In-Place liner into approximately 9,625 linear feet of 8-inch diameter sanitary sewer pipe; 1 8-inch diameter sectional CIPP patch, 305 linear feet of pipe bursting of 10-inch to 10-inch diameter sanitary sewer pipe and 1,310 linear feet of pipe bursting of 8-inch to 8-inch diameter sanitary sewer pipe; 150 linear feet of open cut replacement from access point to access point of 8-inch diameter sanitary sewer pipe; and approximately 11 external point repairs on 8-inch diameter sanitary sewer pipe. The Project also includes approximately 45 Cured-In-Place service lateral repairs, 38 Open Cut Replacement service laterals repairs, 7 Open Cut service lateral repairs with InsertaTees, and the installation of 145 cleanouts. Lastly, there are approximately 1,410 vertical feet of manhole lining with a polymer or epoxy-based liner, 2 prep and re-line connections of a previously lined manhole, and approximately 15 vertical feet of inside drop connection installations. The scope of the project will include all bypass pumping, pipe preparation, pre-lining, and any necessary tools or equipment required to complete the job according to the specifications
