Description

This first phase is part of a larger $3.8 billion development that calls for the construction of a logistics center to accommodate McCormick Place truck traffic on multiple levels, a new event or meeting space, technology-oriented commercial spaces, and possible space for homes, retail, and a hotel. The long-term plan calls for up to 14 million square feet of technology-oriented commercial spaces, retail uses, homes, and possibly a hotel. Plans also include a new park and Metra train station at 31st Street, new pedestrian walkways to the lakefront and a rebuilt Cottage Grove Avenue. Moving forward, the scope of work may be altered. It will be constructed in phases. As of April 2023, a ground-breaking ceremony has taken place for phase one of the project. The scope of the first phase entails a 500,000-square-foot ARC Innovation Life Sciences Center with dining and retail space on the ground floor. A mixed-income senior housing development, the Bronzeville Welcoming Center, as well as construction on streets and green spaces which could begin as early as the fall of 2023. Information regarding either an architect or general contractor has not been disclosed. Construction is expected to be completed in 2035.* *The closed solicitation has been included below for reference: The Chicago Department of Planning and Development (DPD) requests the submission of proposals from qualified master developer teams to purchase and redevelop the property commonly referred to as the Michael Reese Site. The approximately 48.6-acre Michael Reese Site is located near Chicago’s lakefront, directly south of the Stevenson Expressway (I-55) and Lake Shore Drive (U.S. Route 41) interchange. A copy of the RFP may be downloaded below. Printed copies are available at DPD offices. The Michael Reese Site is the former location of the Michael Reese Hospital and Medical Center. The hospital complex closed in 2008 and the City acquired the property in 2009. Today, only one building from the complex remains standing. The City’s preference is for this remaining building, the 72,800 square-foot Singer Pavilion, to be renovated and repurposed. The portion of the Michael Reese Site south of 29th Street has been cleared for unrestricted development by the Illinois Emergency Management Agency. The northwest portion of the Site requires remediation to address radioactive contamination resulting from a former carnotite reduction facility. In cooperation with the Metropolitan Pier and Exposition Authority (MPEA), DPD will also consider proposals that include MPEA's 28.2-acre Marshalling Yards Site to the east, as well as 11 acres of privately owned land to the north, known as the Advocate/McDonald’s Site. The additional land is being included to provide for a broader range of proposed developments and site development configurations. The Marshalling Yards Site provides parking, staging and trailer storage for McCormick Place. McCormick Place will need to retain the truck staging function of the Marshalling Yards Site but will consider development proposals that may include decking over a portion of the property and/or providing replacement facilities on the Advocate/McDonald’s Site. The Advocate/McDonald’s Site is comprised of six parcels owned by four owners and is improved with an Advocate Health Care facility, a McDonald’s restaurant and a United Storage facility. If the Selected Developer proposes to include the Advocate/McDonald’s Site in its development proposal, the Selected Developer must seek to acquire the properties through private negotiations with the current owners. The Selected Developer will present a feasible development vision that best meets the mixed-use development objectives outlined in Section IV of the RFP, including community-based objectives identified in Exhibit E. Responsibilities of the Selected Developer include site planning, securing entitlements, attracting anchor tenant(s), environmental remediation, infrastructure financing and construction, and marketing properties to potential users and developers. Respondents may submit proposals that are in accordance with existing zoning. Proposals that require amendments or zoning changes are also welcomed. General Address: 2960 S. Ellis Ave., Chicago, IL 60616 Goals and Objectives: The objective of this RFP is redevelopment of underutilized land in a manner that adds vibrancy to Chicago’s south lakefront communities. The City and MPEA are open to a range of uses, including commercial, institutional, tourism, entertainment, sports and recreational facilities, and residential. In order to connect with the surrounding community, the Selected Developer may need to improve access into the Michael Reese Site through extensions of 26th Street, 29th Street, and Cottage Grove Avenue. If the Marshalling Yards Site is included in the development proposal, the Selected Developer may also need to provide new roads, pedestrian connections and related infrastructure to provide access throughout the development and with the lakefront. Redevelopment Project Area: Bronzeville Tax Increment Financing (TIF) Redevelopment Project Area. The City anticipates that a new TIF may be created prior to the redevelopment contemplated by this RFP with boundaries matching those of the development proposal. Alderman and Ward: Ald. Sophia King (4th) Ownership: The City of Chicago owns the Michael Reese Site. The MPEA owns the Marshaling Yards Site. The Advocate/McDonald’s Site has several private and corporate owners identified in the full RFP. Zoning: Michael Reese Site: Residential-Business Institutional PD No. 1133; Marshalling Yards Site: Business PD No. 331; Advocate/McDonald’s Site: Institutional PD No. 18 and M1-3. Purchase Price: Offers may include up to three parts depending on scope: a lump sum cash payment for the purchase of the Michael Reese Site; a commitment to enter into a long-term ground or air rights lease with the MPEA and a schedule of lease payments; and fair-market payment for the Advocate/McDonald’s Site. Evaluation and Selection: DPD (and, as applicable, MPEA) will review the proposals based on the evaluation criteria and submission requirements outlined in this RFP. Among the criteria to be considered will be the completeness of the submission; offer price; timing to redevelop the Michael Reese Site; the quality of the development proposal and responsiveness to goals of the RFP; appropriateness of the proposed use relative to the surrounding community; proposed site plans; design concepts; ability to execute the project in a timely manner; and the experience and financial capacity of the development team. DPD reserves the right to develop a short list of respondents and to request additional information from the short-listed respondents prior to selection.
