Description

The City of Homestead invites sealed proposals from qualified Architectural and Engineering (A/E) firms meeting with minimum qualifications described in the RFQ. It is the City's intent to enter into an agreement with the most qualified A/E firm to provide project plans and design for the City of Homestead Pedestrian Improvement Transit. A contract will be negotiated and awarded to a firm based on the best interest of the City. This project includes the design and planning of twenty (20) bus shelters, pedestrian and transit-related streetscape improvements. This Request for Qualifications is subject to the Florida Consultant's Competitive Negotiations Act, Section 287.055, Florida Statutes, applicable Federal Acquisition Regulations Part 31, cost principles and other Federal Transit requirements summarized in Federal Transit Administration Circular 4220.1.F. If any terms of this RFQ are in conflict with the Statute, Federal Acquisition Regulations or the FTA Circular, the terms of the Statute, Federal Regulations cost principles or Circular shall control. Funding for this project has been made possible through grants from the Federal Transit Administration (FTA) Grant #FL-2019-094-00, and is contingent on strict conformance with Federal laws, regulations, circulars and guidelines applicable to capital projects supported by FTA capital grants. The City of Homestead is an Equal Opportunity Employer and encourages participation from MBE/WBE/DBE businesses. A Cone of Silence is in effect with respect to this RFQ. The Cone of Silence prohibits certain communications between potential vendors and the City. For further information, please refer to Section XI of the RFQ documents. The method of Contractor Selection has not been Determined at this time.
