Description

Mill bituminous surfaces, cold in-place recycling, bituminous overlay, aggregate shoulders. ANTICIPATED START DATE: June 5, 2023 FINAL COMPLETION DATE: Five (5) Working Days. Direct questions regarding this Project, including any questions prior to bidding, are to be directed to Michal J. According to the advertisement of Mower County inviting proposals for the improvement hereinbefore named, and in conformity with the Contract and Contract Documents pertaining thereto, all on file in the office ofthe Auditor/Treasurer of Mower County: (I)(We) further propose to do all Extra Work that may be required to complete the contemplated improvement, at unit prices or lump sums to be agreed upon in writing before starting such work, or if such prices or sums cannot be agreed upon, to do such work on a Force Account basis, as provided in Mn DOT 1904. (I)(We) assign to Mower County all claims for overcharges as to goods and materials purchased in connection with this Project resulting from antitrust violations that arise under the antitrust laws of the United States and the antitrust laws of the State of Minnesota. This clause also applies to subcontractors and first tier suppliers under this Contract. (I)(We) further propose to furnish a Payment Bond and a Performance Bond each equal to the Contract Amount as required by MN Statute 574.26, as security for the construction and completion ofthe improvement according to the Contract and Contract Documents as provided in MnDOT 1305. (I)(We) propose to furnish all necessary machinery, equipment, tools, labor and other means of construction and to furnish all materials specified, in the manner and at the time prescribed, all according to the terms ofthe Contract and Contract Documents forming a part ofthis. (I)(We) further propose to do all work according to the Contract and Contract Documents, and to renew or repair any work that may be rejected due to defective materials or workmanship, before completion and acceptance ofthe Project by Mower County. (I)(We) hereby certify that (I am)(we are) the only person(s) interested in this proposal as principal(s); that this proposal is made and submitted without fraud or collusion with any other person, firm or corporation at all; that an examination has been made ofthe site ofthe work and the Contract form, with the Contract Documents for the improvement. (I)(We) understand that the quantities of work shown herein are approximate only and are subject to increase or decrease; that all quantities of work, whether increased or decreased within the limits specified in MnDOT 1903 and 1402, are to be done at the unit prices shown on the attached schedule; that, at the time of opening bids, totals only will be read, but that comparison of bids will be based on the correct summation of item totals obtained from the unit prices bid, as provided in MnDOT 1301. The County will be using a clarification process to allow for responses to questions during the period this Project is advertised for bids. The Clarification responses are meant to clarify the Contract Documents, but will not be used for material changes. Material changes to the Contract Documents will be made via the addendum process. Beginning with the Project advertisement and continuing until award of a contract for this Project (or cancellation), no employee, member or agent of any potential contractor, sub-contractor or supplier shall have any ex parte communications regarding this Project with any employee of the County, except for communications expressly permitted by the Engineer. Any potential contractor, sub-contractor or supplier engaging in such prohibited communications may be disqualified at the sole discretion ofthe County. All requests for clarifications must be in writing and submitted via email to the Director. The request for clarification needs to be as specific as possible, indicating the proposal section, plan sheet or pay item in question, for example. All responses to requests for clarifications will be emailed to all plan holders as clarifications are issued. The County will not be bound by the responses to the clarifications requests. Contractors shall only rely on the Plans, Special Requirements, Special Provisions, Addendums and other Contract Documents The County will accept clarification requests during the period from Project Advertisement through three business days prior to the letting date shown on the cover ofthe Proposal. The County will not respond to requests submitted prior to or after this timeframe. If the successful Bidder retains additional subcontractors after submitting its Responsible Contractor Verification and Certification of Compliance form, then the Bidder must submit Attachment A-2 within 14 days of retaining the additional subcontractor. Documents must be submitted by email to michal@,co.mower.mn.us. Include the Project number specific to the Contract in the email subject line. Work that will restrict or interfere with traffic shall not be performed between 12:00 noon on the day preceding and 9:00 A.M. on the day following any consecutive combination of a Saturday, Sunday and legal holiday. Place traffic control devices in any temporary lane closure that is adjacent to traffic and extends beyond 1000 feet as shown on Layout 61 of the Field Manual. When the lane closure is in place three days or longer, use only Type III barricades. At the Pre-construction Conference the Contractor shall provide a written priority list of Project construction staking to be done by the Engineer. As work progresses, the Engineer will schedule staking according to the priority list. There shall be at least 36 hours prior notice given to the Engineer, excluding non-work day, for remobilization of a survey crew to the revised priority staking when the Contractor requests a change in priority. All alignment and elevation control points will be marked by the County with lath furnished by the County. All survey stakes and hubs will be furnished by the County. However, the Contractor shall furnish and place lath for any construction stakes where it wants such visibility. When TRPMs are used to supplement a line, the following guideline applies, unless otherwise indicated in the Plan or directed by the Engineer: Broken Line - place three (3) TRPMs per 10 foot-skip stripe, 5 foot on center, and 40 foot gap. Solid Line - place TRPMs, at spacing no greater than 50 foot, except when supplementing left edge line markings, a spacing no greater than 25 foot should be used. Double Solid Line - place two (2) TRPMs separated by 4 inches side-by-side, using the same spacing required for Solid Lines. When substituting for wide lines, raised pavement markers may be placed laterally adjacent to each other to simulate the width ofthe line. Dotted line - markings, spacing appropriate for the application should be used. GENERAL (DESCRIPTION OF WORK) This work will consist of the milling and cold in place recycling of in place bituminous surface, plant-mixed wearing courses, aggregate shoulders, and appurtenant construction. Details and overall project scheduling will be discussed at the Preconstruction Conference. It is the intent of this Contract that the work be accomplished using Cold In place Recycling, not Cold Central Plant Recycling.
