Description | This is a Design Bid Build Construction Contract to Dry Dock 4 Refueling Complex at Norfolk Naval Shipyard, Portsmouth, VA. The project work consists of construction of a new Dry Dock 4 Refueling Complex that will be comprised of a west end Railcar Enclosure Complex and an east end Clean Enclosure Complex. The Railcar Enclosure Complex will consist of Railcar Enclosures (RCE) #1 and #2 and their associated vestibules and passageways. The complex will support the parallel use of two railcars along with their associated support equipment and required operations. The Clean Enclosure Complex will consist of Clean Enclosure (CE) #1 and #2 and their associated vestibule and passageways. The Clean Enclosures are used for equipment checkout and mock-up training required to support shipboard operations. Additionally, the enclosures consist of storage areas, multiple high and low bay work areas, bridge cranes, movable roofs, access control and all associated HVAC, mechanical, electrical, alarm, controls and communication systems. The enclosures require clean room finishes and HEPA HVFAC filters in most areas. Additional scope includes new utility capacity and infrastructure, modification to existing utilities and modifications to existing enclosure HVAC, electrical, alarm, controls and communication systems. The Railcar Enclosure and Clean Enclosure structural steel modules are to be constructed off-site and then delivered to the shipyard. All on-site work associated with this project will be executed within the shipyard Controlled Industrial Area (CIA) which requires unique access credentials and strict limitations on the nature of materials and equipment. The procurement will result in a Firm Fixed Price Contract. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000 This office anticipates award of a contract for these services in October 2023. A sources sought synopsis was published to SAM.gov seeking, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business (including 8(a) participants), and women-owned small business concerns interested in performing the requirements of this solicitation. No valid small business responses were received. Based on the market research conducted for this procurement, there is not a reasonable expectation that two or more capable small businesses will propose on this requirement. Successful award and completion of the requirements can be achieved by soliciting this contract as full and open competition. A DD2579 Small Business Coordination Record recommending full and open competition was approved by the NAVFAC MIDLANT Small Business Professional on 06 April 2023. On 08 April 2023, the Small Business Administration (SBA) Procurement Center Representative (PCR) concurred with this recommendation.
