Description

COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a Request for Quotation (RFQ). Submit written quotes on RFQ Number 140P4322Q0030. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, May 26, 2022. (IV) This solicitation is being issued as a Total Small Business Set-Aside. NAICS Code: 561730 Landscaping Services Small Business Size Standard: $8 million (V) List of Line Items: See Attachment 0003, Quote Schedule. (VI) Description of requirements is as follows: Tree Removal, Tree Planting, Stump Grinding, Shrub Removal, Shrub Planting, Sod Laying and Turf Remediation Services within the park unit of Roger Williams National Memorial. A detailed description can be found in attachment 0001 Statement of Work (SOW). (VII) Period of Performance: Base Period: 9/1/2022 - 8/31/2023 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition. See also: 52.212-1 Addendum 1.0: Submit with Quote; 52.212-1 Addendum 2.0: Additional Provisions Incorporated by Reference; and 52.212-1 Addendum 3.0: Additional Provisions Incorporated in Full Text. (IX) FAR 52.212-2, Evaluation - Commercial Products and Commercial Services (NOV 2021), applies to this acquisition. (a) The Government anticipates awarding a purchase order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation, will be most advantageous to the Government price and other factors considered. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)). The following factors shall be used to evaluate offers: 1. Price: Offerors shall submit a Firm-Fixed Price (FFP) quote by completing the Quote Schedule (Attachment 0003). The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable. 2. Past Performance: The Offeror must receive at least a satisfactory confidence rating where, based on the Offeror's recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort. A satisfactory confidence rating is defined as demonstrated performance that meets/met contractual requirements. The contractual performance of the element or subelement contains/contained some minor problems for which corrective actions taken by the contractor appear to have been satisfactory. The NPS may evaluate Offerors' past performance based on contacting references provided by the Offeror; the Government's knowledge of Offeror's past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Offerors to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State or local governmental agencies; and private sector businesses. 3. Technical Approach: The Offeror shall submit a Work Plan outlining a Technical Approach that demonstrates the Offeror's understanding of the SOW, and their ability to perform the required duties. The Work Plan shall address how tasks described in the SOW will be accomplished, and an estimate of how many crew hours each task will take. The Work Plan shall list any large equipment weighing over 1,000 pounds that will be used on the grounds. If any assistance is required or needed by the Park Staff/NPS such as hose hook-ups, power access, etc., the Work Plan shall identify these needs. In the event these needs cannot be met, the vendor must bring any necessary equipment to accomplish the tasks, such as generators, portable water tanks, etc. Key Personnel shall also be addressed in the Work Plan, by including employee's experience, credentials, and training that the site manager or project manager has deemed relevant to this project. 4. Safety Plan: The Offeror is responsible for ensuring all safety requirements listed in the SOW are met. Offeror shall submit a Safety Plan that demonstrates the offeror's understanding of the safety requirements stated in the SOW, and their ability to meet the Government's requirement while following all safety requirements. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (X) The Offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2022), with its quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV 2021), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (MAY 2022) applies to this acquisition. (XIII) The Government intends to award a single Firm-Fixed-Price purchase order resulting from this solicitation. This requirement is subject to Service Contract Labor Standards and United States Dept. of Labor Wage Determination # 2015-4083 Rev 21 for Massachusetts and Rhode Island. (XIV) Quotes are required to be received in the contracting office no later than 12:00 P.M. ET on August 26, 2022. All quotes must be emailed to the attention of Rachael Davis.
