RFP D/B - MWWTP Fourth Incinerator System Supplier Services

The Metropolitan Council (Council) is soliciting proposals from Fluid Bed Incinerator System Suppliers (ISS) to select one ISS, obtain a firm price for a new fluidized bed incinerator system, and to provide proposal development support to pre-qualified design-build teams for the Metropolitan Wastewater Treatment Plant (MWWTP) Fourth Incinerator Project. The Project will increase solids processing capacity at the MWWTP by installing a fourth incinerator train in an expansion to the existing Solids Management Building. The incinerator train will include a fluid bed incinerator, energy recovery equipment, and air pollution control equipment designed to meet 40 CFR Part 60, Subpart LLLL emission requirements and process 130 dry tons per day (DTPD). The MWWTP is located at 2400 Childs Road, St. Paul, MN 55106. The design-build team for the Project will be selected in three steps. In this first step, the Council will select the ISS for the Project. In the second step, the Council will issue a Request for Qualifications (RFQ) to develop a short list of design-build teams. In the third step, a design-build RFP will be issued to short-listed design-build teams to select one design-builder for the Project. The selected ISS must enter into a sub-contract with the selected design-builder.
