Missoula Detention Center Parking Lot Expansion

Bidders shall submit sealed bids addressed to the Missoula County, enclosed in envelopes plainly marked on the outside "MISSOULA DETENTION CENTER PARKING LOT EXPANSION." Envelope shall include contractor's name, mailing address, and Montana Contractor Registration Number. The project is funded by Missoula County and is subject to all applicable state and local regulations as indicated within the specifications. All work must be substantially complete within 75 calendar days after the commencement date stated in the notice to proceed. Notice to proceed is anticipated for September 2022 and project completion by spring of 2023. The site of the work is located on the east side of the Missoula County Detention Center property located at 2340 Mullan Road, in Missoula, Montana. The work generally includes site demo, clearing and grubbing, site grading, asphalt pavement, concrete placement, new fence installation, site lighting, irrigation and landscaping, and related work in accordance with the Plans and Specifications. Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Missoula County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. The contractor and any of the contractor's subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) except as listed in MCA 39-9-211. Information on registration can be obtained from the DLI by calling 1-406-444-7734. The Contractor is required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by contractor or subcontractors in performance of this construction work shall be paid wages at rates as may be required by law. The contractor performing work on a "Public Works Contract" shall not pay less than the latest Montana Labor Standard Provisions minimum wage as determined by the U.S. Secretary of Labor. A copy of said wage rate is attached as part of the contract documents. The contractor must ensure that employees and applicants for employment are not discriminated against on the basis of race, ancestry, color, physical or mental disability, religion, national origin, sex, age, marital or familial status, creed, ex-offender status, physical condition, political belief, public assistance status or sexual orientation, gender identity or expression, except where these criteria are reasonable bona fide occupational qualifications.Successful contractors and vendors are required to comply with City of Missoula Business Licensing requirements.The Missoula County reserves the right to waive informalities, to reject any and all bids, and, if all bids are rejected, to re-advertise under the same or new specifications, or to make such an award as in the judgment of its officials best meets the County's requirements.
