This project shall be performed in accordance with the attached Statement of Work. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the magnitude of construction is between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code for this project is 238160 with a small business size standard of $16.5 million. In accordance with Public Law (P.L.) 109-461, this acquisition is a total set-aside (100%) for Service-Disabled VeteranOwned Small Businesses (SDVOSBs). Refer to Veterans Affairs Acquisition Regulation (VAAR) 852.219.10 for information and requirements concerning SDVOSB consideration and classification. Bidders must be both visible and verified by the Department of Veterans Affairs Center for Verification and Evaluation (CVE) at the time of bid submission and at the time of award. Failure to be verified by CVE and visible in the VetBiz Portal on Vendor Information Pages (VIP) prior to contract award will result in the bidder being ineligible for award. Furthermore, bidders shall be registered in the System for Award Management (SAM) under FAR 52.204-7 at the time of bid opening and remain registered in SAM for the duration of contract performance. Refer to the provisions and clauses of this Invitation for Bid (IFB) solicitation for the Pre-Bid Site Visit, Requests for Information (RFIs), Bidding Materials, and Bid Opening Instructions. Due to COVID-19 precautions, a teleconference will be held for the bid opening. Call-in instructions for the bid opening will be provided approximately one week prior to bid opening day via an amendment to the IFB solicitation on Contract Opportunties. A Pre-Bid Site Visit will be held on Thursday, December 1st, 2022 at 10:00AM. Participants shall meet the Contracting Officer's Representatives (COR) Vincent DiPilato under the canopy in front of Building 3 at the Newington VAMC. Please park in the lot behind building 12 and bring a 24-ft extension ladder to access the project roof areas. RFI's of a technical nature must be provided in writing and shall be submitted by the prospective bidders only through e-mail to Matthew.Stone1@va.gov. Oral questions will not be accepted.
