(SEH ) dated Thursday, February 24, 2022. The City of Cottage Grove has adopted a standard document entitled "Standard Specifications for Utility and Street Construction" dated January, 2022 (or latest adopted version of the document), which includes the Procurement and Contracting Requirements and Specifications which are hereby incorporated into the Bidding Documents. Bidders are required to obtain a copy of this standard document once per year. Direct inquiries to Engineer's Project Manager, Brad Swanson, at 507-340-8656. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. A Contractor responding to these Bidding Documents must submit to the Owner a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3. OWNER'S RIGHT RESERVED: The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening Bids. OWNER'S RIGHTS RESERVED: The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
