Description

The project generally consists of the following: The Work to be performed under this Contract generally includes the furnishing of labor, materials, and equipment for the re-roofing of the entire building minus the metal canopy per drawings and specifications. The project location is 3060 11th Ave Dr. SE, Hickory, North Carolina, 28602. If forwarded by mail, the sealed envelope containing the bid must be marked with the following on the exterior: SEALED BID ENCLOSED, Catawba County Life Skills Facility Re-Roofing Project, Bid #23-1010 , and with the name, address, and North Carolina Contractor License Number of the Bidder. The sealed envelope shall be addressed to the attention of Tina Wright, Catawba County Purchasing Manager, 25 Government Drive, Newton, North Carolina, 28658. Do not send or deliver bids to the Architects office. The Architect will not be responsible for delivery of bids to the bid opening. It is the bidding contractor's sole responsibility to deliver bids to the specific place at the specific time for the bid opening. It is the contractor's sole responsibility to deliver each bid to the proper party designated to open the bids. To qualify, all bids shall be submitted using bid forms contained in the Bidding and Contract Requirements, and submittal of all information requested in the Instructions to Bidders. Incomplete or segregated bids will not be accepted. Questions regarding the Scope of Work, bid process or bid documents must be delivered in writing to Stan Winstead in the office of the Architect, Post Office Box 321, Newton, North Carolina 28658, Phone (828) 464-2827, Fax (828) 464-3229, Email winarch@bellsouth.net no later than 4:00 PM. Eastern Time, on February 1, 2023. All questions received before the deadline will be addressed in an Addendum. Any questions received after the deadline will not be addressed prior to the Bid Opening. Do not contact the owner with questions. All bids must be accompanied by a certified or cashier's check or original bid bond in the amount of five percent (5%) of the total base bid amount made payable to Catawba County. A Performance Bond and Labor and Materials Payment bond, each in the amount equal to 100% of the Contract Sum, will be required to be furnished at the execution of the Contract Documents. The awarded Contractor will be required to furnish Property Insurance in the form of an "All Risk" or equivalent policy form, equal to the value of the Contract including any Change Orders added during the life of the contract. All bidders are hereby notified that all contractors and sub-contractors working on the project site shall comply with Catawba County Substance Abuse/Drug-Free Policy and Catawba County Smoke-Free Policy. No bid shall be withdrawn for a period of 60 days after receipt of bids except as provided in Instructions to Bidders. All bidders are hereby notified that they must be properly licensed under the state laws governing their prospective trades. Bidders are also notified that applicable provisions of Chapter 87 of the General Statutes of the State of North Carolina shall be observed in the receiving of bids and awarding of contracts for the Work. The Owner reserves the right to waive informalities and to reject any and/or all bids. All bidders are notified that Catawba County has a verifiable five percent (5%) goal for participation by minority owned and women owned businesses in the total value of Work for which prime contractors are awarded pursuant to North Carolina General Statutes Section 143-128. Life Skills Facility: General overview of existing conditions: o Existing TPO system which includes 3" of polyiso insulation is showing signs of failure. Exposed scrim in ponding areas, numerous leaks as well as multiple repairs throughout the system are the primary indicators. o Several saturated areas were noted across the lower section. Catawba County has hired a professional thermographer to provide infared scan to determine areas of saturation prior to reroofing project. o Drains installed during initial construction of this project were installed improperly based on tapered design and are not allowing for positive drainage. o Existing roof and aerial images can be found at this link: https://app.companycam.com/galleries/Y8fJuCHe With these above items addressed the following scope of work is required: o Existing TPO and polyiso to remain with exception of any areas deemed saturated by professional thermographer. o Existing drains which were not allowing positive drainage to be relocated in conjunction with licensed plumber to eliminate existing ponding. Drains should be flood tested prior to roof completion. o Areas deemed saturated to be replaced at a per square foot price. Existing insulation appears to be 3"-5" thickness throughout the roof with exception of some crickets. Contractor to thoroughly inspect steel decking in areas needing insulation replacement. Any steel decking compromised by rust should be replaced at a per sq ft basis. Inspections should take place with Catawba County representative present and approved by said representative. o Mechanically fasten .25 inch Dexcell Glass Mat Gypsum Roof boards with minimum of 5 fasteners per board. (.25 inch SecurRock or DensDeck may also be used) o Trough areas (noted in pics) from original installation must be filled in with either eps/xps or wood fiber prior to gypsum board being installed o Mechanically fasten new Duro-Last 50m membrane over new gypsum. Fastener spacing per wind calculation provided by manufacturer. o New system to include all new flashings (round and square), scuppers or drains, pitch pans, etc. o Parapet membrane to go up and over wall where applicable. Parapets may be fully adhered or mechanically fastened. Existing parapet material may remain if m/a but will require separator sheet. o Install new Exceptional Metals 5" two-piece compression edge metals (including flex) on entire perimeter. Where existing metal exceeds 5" contractor to install extender piece to match existing lengths. o Standard 15-year NDL warranty included with optional upgrade to 20 years. o Contractor to maintain Liability and WC for duration of project. o Contractor responsible for all project waste and debris removal. Any dumpster rentals as well as landfill fees to be responsibility of installing contractor. o All materials to be procured through membrane manufacturer and included in below "total system warranty". o All sections to include 20-year NDL warranty from manufacturer covering Labor and Materials. o All scopes of work above are UL Class A fire rated systems. Any deviation from scope of work may jeopardize the Class A rating and should be confirmed through architect and manufacturer.
