Description | As of July 2022, the project is in schematic design. A firm timeline for contractor bidding and construction has not been disclosed. *The closed solicitation has been included below for reference: Public Notice is hereby given that the State of Delaware, Office of Management and Budget (OMB), is soliciting letters of interest from Architectural/Engineering firms for Delaware State Police: Troop 6. In February 2020, the Office of Management and Budget, Division of Facilities Management (OMB/DFM) completed a feasibility study and construction cost estimate for the construction of a new Delaware State Police: Troop 6 at its current location at the intersection of Kirkwood Highway and Albertson Boulevard in Wilmington, DE. Due to the sensitive nature of the material in the study, it will only be provided to the successful firm for this project. The study includes the following recommendations and findings: o The facility is to be located on an approximate 9-acre site bounded by Kirkwood Highway, Albertson Boulevard, Greenbank Road, and a recreational area to the west. o The programming determined a need of 40,050 GSF for a one-story Troop 6 and an additional 12,960 GSF for a Vehicle Maintenance and Evidence Storage Building. o The programmed areas of the Troop 6 include a Public Lobby/Community Room, Secured Area, Troop Support, Evidence Storage and Processing, Arrest Processing and Holding, Building Support, and Mechanical Loft. o The project will require the demolition of the current Troop 6 and its associated Mechanic's Garage in order to construct the new facilities, as well as demolition of the former Webb Community Corrections Center. o Proposed parking for the new facility includes 121 spaces for Troop 6 staff and 46 spaces for the public. o Other facilities to be included in the project are a fueling station with a 10,000 gallon above-ground tank and a K-9 outdoor kennel. o The site is not intended for helicopter landing, but an area large enough for emergency helicopter landings should be provided. o At the time of the study, the estimated construction cost for the entire project was approximately $32.5 million. Any submittals received after the stated time will be returned unopened. Responses shall include: * demonstrated experience with projects of similar nature * organizational structure (personnel) established for the project including sub-consultants and previous experience (frequency) working with them * defined approach firm/team will implement * knowledge of sites and project requirements * geographical location of main or branch office that will be assigned the project * familiarity with public works (including work in the State of Delaware, the Delaware Code and other local requirements) * fees received by the firm for State of Delaware public works projects in the last five years (include breakdown) At this time, funding is only available for the design phase of the project. However, each respondent will be required to provide all necessary design services to complete the entirety of the project in order to obtain competitive bids from responsible contractors. This may include, but is not limited to, architectural, civil, structural, electrical, mechanical, and possible specialty design services, as well as construction cost estimating. Preparation of bid documents and construction administration must also be provided as part of the successful respondent's scope of work. Questions regarding this solicitation must be submitted in writing to dfm_ask@delaware.gov by Monday, September 13, 2021. Responses will be posted Electronically by Tuesday, September 21, 2021 The department seeks to apportion work equitably to interested and qualified firms. The above criteria will be used to select a firm to perform these services. All information shall be submitted on GSA Forms 254/255, SF 330 format or equivalent. Respondents are reminded that the project engineer and architect for this work must be registered in the State of Delaware. Selected firms who reply will be given notice of times and dates for scheduled interviews. The method of contractor selection has not been determined at this time. |
