Northgate Elevated Water Storage Tank Rehabilitation Project

The project involves constructing a rigid containment system, sand blasting/lead abatement and painting inside and outside of water tank in addition to some lighting and metal work for ladders, railings and vents. Attention is called to the fact that payment of Pennsylvania Prevailing Minimum Wages will be required on this project and the required wages have been included in the documents. The PA Steel Products Procurement Act will apply to this project as well.The apparent low bidder will be required to submit one (1) original of all the Bid Documents to the Engineer within 3 business days of request as part of the award process. No bid will be considered unless it is accompanied by a certified check, money order or Bid Bond in an amount equal to ten percent (10%) of the total Bid. The Bid Security shall be made payable to Brodhead Creek Regional Authority. All Bid Bonds must be accompanied by a Power of Attorney or suitable letter of commitment from a Pennsylvania licensed surety company as described in the Instructions to Bidders and Specifications. Without intending to limit or restrict the volume of Work required, the project includes but is not limited to the following:The project involves constructing a rigid containment system, sand blasting/lead abatement and painting inside and outside of water tank in addition to some lighting and metal work for ladders, railings, and vents.All work required under this Contract shall be scheduled to be substantially complete, including all interior and exterior painting with cure time in place, by October 14, 2022. Final completion date of construction shall be no later than December 1, 2022. The Bidder and its selected Major Subcontractors shall include the fully-completed Non-Collusion Affidavit along with the other forms required by the Specifications with the Bid. Restrictions relative to submission, change or withdrawal of bids are established in the Specifications and follow Pennsylvania Public Contract Law. Brodhead Creek Regional Authority shall be named as obligee on the Performance Bond and Labor and Materialmen's Bond for the Contract. The CONTRACTOR and Surety likewise shall be held and firmly bound unto Brodhead Creek Regional Authority as obligee, on any and all maintenance bonds for the full general guaranty period as specified in II. General Conditions. Clarification Deadline: 3/25/2022 2:00 PM Provide protection for the existing antennas and cables on the 100,000 Gallon Elevated Water Storage Tank using Tyvek Wrap or Engineer approved equal. Provide surface preparation and paint system for the interior and exterior surfaces of the 100,000 Gallon Elevated Water Storage Tank, as specified in this specification. The elevation to bottom of tank is 90 feet.The BCRA Board shall review and possibly take action to award Bids at its scheduled public meeting at 12:00 PM, prevailing time, on Wednesday, March 16, 2022. The Brodhead Creek Regional Authority reserves the right to reject any or all bids, or portion thereof, and to waive any informalities and to accept any bid that it may deem to be in the best interest of the Authority. Subsequent to the award and within Ten (10) days after the prescribed forms are presented to the successful Bidder for signature, the successful Bidder shall execute and deliver to the OWNER a Contract in the form included in the Contract Documents in such number of copies as the OWNER mayrequire.
