Description

Professional services for the Project Development and Environmental (PD and E) Study of the NW 17th Avenue Bascule Bridge (Bridge No. 874161) spanning over the Miami River, between NW South River Drive and NW North River Drive located in Miami-Dade County, Florida. The consultant will provide DTPW with the required study, reports and Location and Design Concept Acceptance (LDCA) approval for the project with the intention of seeking state and federal funds to assist in the final preferred alternative of the study. Due to the ongoing maintenance and reliability of the current structure and recent major malfunction, need for emergency repairs and age/condition of the existing machinery and structure, it is in the best interest of the County, its residents and stakeholders to evaluate the long range plan for the structure and future cost of implementing the preferred design alternatives and replace the bridge. The Consultant will provide a PD and E Study for the NW 17th Avenue Bascule Bridge over the Miami River, project management and administrative services, as needed, to assist in executing the project currently in DTPW’s Capital Improvement Plan. Professional and technical services for DTPW will include, but not necessarily be limited to the following: Project management activities and overseeing all phases of a project through implementation to achieve LDCA, cost and schedule goals. Project management activities include, but are not limited to: day to day coordination with stakeholders, federal, state and local agencies, project planners, designers and contractors; regular, timely and effective coordination and communications with DTPW Project Manager/staff, outside governmental agencies, agencies having jurisdiction, and the public. In addition, the consultant will be required to prepare and complete National Environmental Policy Act (NEPA) documentation for this project in coordination with the Florida Department of Transportation (FDOT) and the Federal Highway Administration.
